Russian law will regulate the production and turnover of bio-ethanol as fuel. The bill, the state Duma adopted in the second reading on Wednesday.

The document introduces the concept of «bioethanol», which is defined as denatured ethyl alcohol produced from food or non-food raw materials of plant origin, the denaturation is carried out in compliance with the requirements established by Federal law No. 171-FZ, and containing not more than 1% water.
Novella also introduces special requirements on the equipment main technological equipment, which is used for bioethanol production, with automated tools measuring and accounting of concentration of denaturing substances in ethanol.
The document also prohibited the production of bioethanol organizations that carry out the production of bio-ethanol, ethyl alcohol from food raw material. The explanatory Memorandum States that it is necessary because of the danger of the possible use of bioethanol, derived from food raw materials, as substitutes for alcoholic beverages.
Member of state Duma Committee on economic policy, industry, innovative development and entrepreneurship Alexey Kanayev, introducing the document, noted that the document aims to make fuel more environmentally friendly and less harmful.
The question of the production of bioethanol has become especially urgent after Russia began to harvest grain in excess of 100 million tons. In addition to increasing grain exports, the task was the expansion of deep processing of grain within the country. As reported, the Ministry of agriculture of Russia until 2035 for the production of bioethanol can be supplied up to 15 million tons of grain.
In the case of adoption the basic provisions of the law will come into force one year after official publication.
