Courts have refused satisfaction of the claims of CJSC "Yug Rusi", which is seeking from the Interdistrict Inspectorate of the FTS of Russia for major taxpayers of the Rostov region refund in 2015 VAT 206,1 million rubles. According to the tax authorities, the company bought agricultural products directly from farmers, which are exempt from VAT and, consequently, to reimburse her nothing.
In November, the courts refused to satisfy two claims of CJSC "South of Russia" to the Interdistrict Inspectorate of the FTS of Russia for major taxpayers of the Rostov region. The company demanded to cancel the decision about refusal in compensation of the paid VAT totaling 206,1 million roubles under transactions of purchase and sale of agricultural products in III and IV quarters of 2015. According to one of claims (in the amount of 195,4 million rubles) the court's decision to deny the "South of Russia" confirmed by the appellate authority.
CJSC "Yug Rusi" is part of the same agricultural holding. According to "SPARK-Interfax", the main activity is warehousing and storage. In 2016, the company's revenue amounted to 9 billion rubles (an increase of almost 1.5 times in comparison with year 2015), with a net profit of 10.8 million rubles (decreased by almost 6 times).
As follows from the materials of the court, the tax authorities are deeply immersed in the investigation of eligibility requirements of the company about the VAT deduction. The investigation involved officials of the regional departments of economic security and corruption in the management of the interior Ministry. The investigators studied the activity of legal entities — providers of grain for the "Yug Rusi" and their counterparts, questioned the owners and drivers of trucks which were to transport products. For example, the materials of the courts reported that the majority of vehicle owners could not remember the fact of the carriage of goods for "South of Russia" from its counterparties in the studied periods. On the contract with one of the suppliers of the plaintiff were signed by the Director, who had already died. The inspectors found that several middlemen had no staff, fixed assets, raw materials, storage areas necessary for the implementation of financial and economic activities.
Through these and similar facts, the tax authorities proved in court that all of the organizations-contractors of JSC "Yug Rusi" real participation in transactions of purchase and sale could not accept, they had created a formal document with the aim of obtaining unjustified tax benefits. Courts and the opinion of FTS, in fact, the company bought agricultural products directly from farmers, which are exempt from VAT and, consequently, to reimburse her nothing.
Representatives of the claimant insisted on the fact that the society is not responsible for the actions of contractors. The courts agreed that "Yug Rusi" was not obliged to monitor the integrity of the partners, however, pointed out that "for the purposes of reducing the payable VAT documents must with certainty confirm the reality of the operation performed".
In "Yug Rusi" last week, did not have time to comment on N the decisions of the courts.
In a recent interview N the Deputy head UFNS across the Rostov region Irina Aleksandrova talked about a special tax attention to the grain traders and their suppliers. According to the observations of the tax service, those using the scheme, for the formation of sources of unjustified deduction of VAT: "the State reimburses them (exporters), VAT of 10%. But most farmers are working on a simplified scheme and not pay VAT into the budget. That is not the source for tax refund of VAT. Until recently, the grain market was affected by the schema: an organized group of intermediaries becomes grains or sunflower seeds from the farmers; after a series of resales, which are carried out only on paper and only slightly change the price of products, the goods supplied to exporters entitled to a VAT refund. The result is billions of dollars will be reimbursed from the budget of the VAT on export operations, compared with which the amount of tax paid by intermediaries, null and void".
According to Ms. Alexandrova, these schemes have led to budget losses in the country in the export of grain and oil at over $ 65 billion per year (see N, n 1251).
According to UFNS across the Rostov region this year "Yug Rusi" has joined the Charter of bona fide processors and exporters of agricultural products, initiated by FNS, the document establishes the obligation of market participants to obtain competitive advantages through tax evasion or participation in the organizing schemes of illegal VAT reimbursement.
This fall in N interview with Evgeny Zaytsev, leading expert of the grain market of the Institute for agricultural market, noted that the tightening of control by FNS and problems with VAT refunds in Russia combined with the low world price of the main product group led to the decrease in the activity of large exporters of agricultural products (see N, No. 1247).
As subsidies and incentives shape the face of agriculture in the Chernozem
In 2017, the agro-industrial complex of regions of Chernozem region not only grew up with national figures, but in many ways surpassed them. These higher rate became a subject of pride of the regional authorities, as well as exacerbated a number of problems: from lack of grace investkredit on priority projects to slow turnover of cars for export shipments of grain to the ports. These regional authorities are trying to solve manually.
The activity of investment in agriculture of the Central Chernozem region in 2017, not weakened. On the contrary, in the industry there are several factors that prompted investors to actively implement projects in the current year. The key is the uncertainty of state aid in 2018. on the one hand, the authorities of constituent entities and investors received a new, in General, a clear mechanism of state subsidies to industry. On the other — remains unclear regarding the preservation of certain types of support for specific industries. So, information about the possible termination of preferential crediting in pig production in 2018 led the panel "Agroeko" to accelerate the implementation of investment plans and purchase Tula meat company.
Through finished project, the company expects to get preferential loans and increase the volume of pork production. We are talking about the organization of production of 60 thousand tons of pork a year, said the head of "Agroeko" Vladimir Maslov.
In the dairy sector the situation is somewhat different: the state says a maximum support of the most complex areas of agriculture, but investors are in no hurry to implement projects — as noted in an interview with the head of EkoNiva Stefan Duerr, upon termination of support, the company will cease to invest in new facilities because of a sharp increase in the payback period.Uncertainty regarding the persistence of certain types of support for specific industries forcing investors to accelerate the implementation of projects
The dairy industry in the topsoil, traditionally the fastest growing in the Voronezh region. At the initiative of Governor Alexey Gordeev in the region and set up a profile cluster aimed at establishing the full cycle production. "Molvest" holding continues to create its own raw material base for processing. The company is close to completing the current projects of creation and reconstruction of dairy complexes in the Anninsky district and continues construction in Verkhnemamonsky and completes a separate robotic body in Kantemir. EkoNiva builds and rekonstruiruet dairy complexes in Bobrovsky area and begins construction of two more in the Liskinsky. Does not exclude the construction of similar facilities in Kursk region. In addition, the company does not refuse intention to build in the Voronezh region of a large cheese factory and dairy plants, but still concentrating on other regions, including Kaluga, Moscow and Novosibirsk regions.
The second sub sector priorities for the Voronezh authorities, livestock production in 2017 was not so much an investment major players in their own assets as the transaction. Zarechnoe, OOO Sergey nitsenko has completed the acquisition of all assets of the breeding farms "Stevenson-Sputnik". Following the transaction, worth 1.8 billion rubles, the company increased maternal livestock up to 24 thousand heads and now intends to significantly increase the production of marbled beef "Praymbif". Entered the active phase and the largest cattle-breeding project being implemented in the Kursk region. In the village of Chernitsyno Oktyabrsky district agroindustrial holding "Miratorg" has started construction of the most powerful in Russia the slaughterhouse. The facility is being built in the framework of the project for the doubling of the pig breeding division of the holding to 7.7 million head per year through the construction in the region of the capacity value of 160 billion rubles. it is Expected that the new venture will process 4.5 million head per year and will create 5 thousand new jobs. The first phase of the plant deep processing of meat should be put into operation in 2020, the second (complex for the slaughtering and deboning of pigs) — in 2021-M. Implementation of the Kursk project should almost completely cover the needs of Russian imports of chilled pork, the company counts on.
Agroindustrial holding "Miratorg" has started construction of the most powerful in Russia the slaughterhouse in addition, at the end of last year in the village of Linz Zheleznogorsk district, Kursk region opened the region's largest meat-processing complex of the holding "Agropromkomplektatsiya" worth 8 billion RUB. Its production capacity is 300 head per hour, or 1.8 million head per year. When reaching the project capacity it needs to make 108 thousand t meat in a year. We are talking about chilled and frozen pork, by-products; bulk, packaged, portioned and chopped semi-finished products and sausages in a modern package. Wastelessness of production must ensure that the by-products plant, which already produces 24 tonnes of meat and bone meal and 9.6 tonnes tallow in a day. The plant created more than 1.2 million jobs. By the end of 2017, "Agropromkomplektatsiya - Kursk" plans to invest in the development of agriculture in the region more than 13 billion RUB Just for ten years, "Agropromkomplektatsiya-Kursk" realized in the region of the investment programme with a volume of investment of about 26 billion rubles.
In the poultry industry announced investments have not been as ambitious mainly continued implementation of previously initiated projects. In late may, the founder of the group "Cherkizovo" Igor Babayev and the President of Grupo Fuertes Fuertes Thomas opened the company "the Tambov Turkey" worth more than RUB 10 billion and with capacity of 50 thousand t in live weight per year. Another 1.5 billion rubles is expected to invest in the expansion of the site. But the Voronezh businessman Gennady Shiryaev continues the construction of the poultry farm under the STS, putting only the first 800 million rubles.
Innovations from the fields
To regions of Chernozem region the highest achievements in crop production although become a source of pride, but are not the main purpose of power aimed at achieving high added value through the priority use areas for forage. But in 2017 came to the forefront even more important trend — the government began actively working on import substitution in the field of breeding work. In April 2017 the Governor of the Voronezh region Alexey Gordeyev has discussed with the President of "Rusagro" Vadim Moshkovich and General Director of "Schelkovo Agrokhim of" SALIS Karakotov the project in the region by the Federal scientific center on the basis of the all-Russian research Institute of sugar beet them. A. L. Mazlumov (VNIIS). The center can provide the seeds of domestic selection 40% of the Russian market, which, according to experts, depends on imports for 98%. It is planned that it will include a greenhouse complex, a repository for seeds with automated adjustable temperature and humidity conditions, karahanlis, insulator field. It is planned to release "at least eight" highly competitive sugar beet hybrids of domestic breeding.
According to Mr. Karakotov of the first hybrids must be received by 2020. The project will be able to participate and other scientific organizations, but the specific companies have not yet been determined. Similar projects in Russia yet. Remains the country's dependence on imports and a number of other cultures, despite the presence of domestic breeding (e.g., results of work of the Krasnodar scientific research Institute), and the authorities of the regions of the black earth region — primarily in the Voronezh and Belgorod regions — are working in this direction.
The development of the crop sector of the earth it is also noteworthy the construction of the first greenhouses of the fifth generation. In 2018, the group of companies "the Valley of vegetables" plans to build the third turn of a hothouse plant "Eletsky vegetables" in the Lipetsk region, having invested in its construction of RUB 7 billion in the Summer of this year was launched the first phase of the project, the cost of which amounted to 1.8 billion rubles, the completion of the second (4.5 billion rubles) is scheduled for the end of this year. Parallel GC is building the fifth stage of greenhouses ", Lobaccaro" in the Dankov district, where investment is 2.8 billion rubles In the previous four phases has been invested 7.5 billion rubles. Now GK design and construction of the third complex in Krasninskiy district, the volume of investments in which is estimated at 6 billion rubles. "the Valley of vegetables" has become one of the largest manufacturers in the country: in 2016, the group made 21.2 thousand tons of cucumbers and tomatoes. The leader of the market of the agricultural complex "Yuzhny" of Karachay-Cherkessia, — 45,6 thousand tons due to new projects the "Valley of vegetables" expects to become the largest Russian manufacturer.
The questions in the centre
But many of the announced projects in the agricultural sector is still not being implemented — including because of imperfection of the new mechanism of state support of the industry. The most vulnerable are the projects announced at the end of 2016. They should be credited under the old rules (via a refund by transferring the compensation region, and not a preferential rate) — but the relevant Committee of the Ministry of agriculture all not going to, and in 2017 the money to receive in accordance with the new order. There are many projects in the earth — for example, this problem faced a group of "Agroeko" with the expansion of the capacity of the Elevator in Talovaya, the Voronezh region. Moreover, it remains relevant question is "filled with money" the new mechanism is increasingly when applying for preferential loans investors hear "no limits". The situation looks paradoxical if we consider that often in a preferential loan to the owner of a large company denied the banks in which these businesses keep their multi-million dollar savings.
But the authorities of the regions of Chernozem region it is difficult to blame inaction — they often speak out on issues for the whole country. It is indicative, for example, the situation of export rail shipments to the ports of the record harvest of grain. Only Voronezh oblast needs to deliver beyond the region of 2 million tonnes (at a yield of 5.5 million tons) and Governor Alexey Gordeev asked about delays with the turnover of cars to the President of Russian Railways Oleg Belozerov, and also invited the head of the Ministry Alexander Tkachev start of the intervention. However, the Ministry of agriculture and Ministry of economy considered that this type of support can be compensated with the introduction of feed-in tariff (discounted at 10.3%) in rail transport for specific regions. In their number were the Voronezh, Kursk, Lipetsk, Orel and Tambov region (most of the grain in the Belgorod region are used for the needs of livestock). In mid-October, the situation has changed dramatically, and plans to export a record crop before the end of the year is not unrealistic.
Alexey Gordeev called for all regions and another, no less important for farmers issue. In April, he appealed to the Prime Minister of Russia Dmitry Medvedev with the request to allocate for Russian farmers an additional 9 billion rubles of subsidies for short-term loans and 10 billion rubles for investment. Thus, mister Gordeyev has supported the position of Minister of agriculture Alexander Tkachev, who sought the allocation of these funds in the conditions of exhaustion of the limits. Some investors even announced the suspension of the projects until the receipt of benefits in their number, for example, entered the holding "Molvest". But in the end the company managed to obtain preferential investkredit even in excess, and the projects it is now implementing. However still in some areas the regions are forced to close before the farmers debts two years ago. The debt remains even on already approved preferential investment loans and fundamental changes in oblpravitelstvo and administrations do not wait. The solution to the problem could be with additional funding by the Ministry of agriculture carry-over cost of 2018, but until the Treasury spending does not approve. And if agriculture, poultry and pig production used to the low amount of state support and unable without outside help to carry out effective work, the level of profitability of dairy and beef cattle still puts them in dependence on state subsidies.

The acquisition of assets Parus Agro Group, estimated by experts at $345 million, was the largest in 2017
The year was marked by the intensification of processes in M&A. Only for the first half of the amount of transactions in the agricultural sector exceeded $1 billion, the largest acquisition in monetary terms was the purchase of "Agrocomplex" to them. N. I. Tkachev, who is associated with the family of the Minister of agriculture, land assets of 102 million hectares in the Krasnodar, Stavropol and Adygea Republic.
Agrokompleks them. N. I. Tkachev, Chairman of the Board of Directors which is the Roman Batalov — in-law of the current Minister of agriculture Alexander Tkachev, for the third consecutive year is one of the most active players in M&A. a Company with an enviable regularity, making certain acquisitions. Last year, the deal of the agricultural holding on the purchase of "Akashevskaya" poultry farm in the Mari El Republic was the largest (estimated by experts at 30-40 million rubles excluding debt). The acquisition of the company Parus Agro Group and its agricultural land (102 hectares in the Krasnodar and Stavropol territories, as well as Adygea Republic) became the most expensive in 2017: KPMG has estimated it at us $345 million
The land market stabiliziruemost?
If in 2010-2012 activity for transactions in agribusiness was almost zero in the last five years, they are often enough, says Director of the analytical center "Sovekon" Andrei Sizov. However, not all of them become public.
The number and amount of transactions in the agricultural sector this year exceeded the comparable figures for 2016. According to KPMG, the total value of M&A in agriculture in the first half reached about $1 billion, while for the entire year of 2016 was only $1.3 billion If the acquisition of "Agrocomplex" can be called the most expensive in value, the largest deal to buy the business was the sale of the assets of Swedish Black Earth Farming the holding "Volgo-Conselheiro" (belongs to the family of a member of the Board of "LUKOIL" Sergey Kukura's), estimated at $200 million excluding debt. The latter acquired 246 hectares, the estimated amount of the transaction is approximately $184 million, "This was the last major consolidated asset which was offered for sale, — said the head of practice on working with the agricultural sector KPMG Vitaly Sheremet. —
Comparable lots on the market, so agricultural holdings will focus on improving operational efficiency and profitability".
In the land market there were other transactions, though and not such scale. So, the Cherkizovo group bought "NAPKO" (147 ha) for 4.9 billion rubles Concern "Rossium" acquired assets "Agronova-L" — 70 thousand hectares in Lipetsk and Tambov region, an estimated 5-6 billion rubles. "KDV of Groups", in addition to sugar plant of the company "the White frigate" has got 60 thousand hectares of land in the Oryol region. The amount of the transaction is approximately RUB 1.6 bn Continued to expand and Agroholding "the Steppe" (enters in AFK "System"): this spring it acquired a 50 thousand hectares in Stavropol region and Rostov region, spending was estimated to be about 4.4 billion rubles. "the Deals took place at market this year — either particular cases of optimization of logistics/parcel structure, or big lots, for which the offer price is substantially below market, — said Sheremet. — In General we can say that in 2017 the land market has stabilized." There are several reasons. But mostly it is associated with a decrease in the rate of inflation and decrease of profitability in the industry. While buying interest has remained at the same level, the expert said.
Managing Director of the consulting company Vladislav Novoselov BEFL, in contrast, believes that the demand for agricultural land this year has increased. It happened, first, thanks to the industry's capital, and secondly, due to the growth of the selling companies/farms, whose owners decided to lock in profits on their investments. There were proposals for the sale of failed projects that brought its owners only losses, he recalls. The CEO of the Institute for agricultural market studies (IKAR) Dmitry Rylko agrees with Novoselov: the presence of such a number of land transactions speaks about the revival of the market. "A large number of selhozarteli for sale on the background of some stabilization of the economic situation in the country, he commented. — As a result, the number of investors able to return to the market for agricultural assets, considering this industry is strategic and still undervalued". However, over land please, as a rule, the "stupid money" from the standpoint of immediate prospects, the expert notes.
The amount of the transaction on purchase of "Agricultural complex" Parus Agro Rylko, too, finds "somewhat overstated". "If you believe the assessment of the acquisition of "Agrocomplex", 1 ha purchased from Parus Agro land is worth $2,956 thousand. — podkidyvaet it. — A lot". And the acquired asset expert calls "sophisticated enough": the land is predominantly leased to shareholders, some leases are close enough to expiration and procedures for extension of the lease in Russia is always associated with certain risks. On the other hand, if you look at the transaction in the long term — all the land in the South of Russia continues to be undervalued, and for a company that already has a huge land Bank in the southern regions of the country, another asset only plus, think manufacturers.
To manage these huge assets is difficult, Sizov adds. Especially given the rapid growth of the holding company in recent years, so such a large-scale business very likely difficulties with the management, he said. "The more land Bank, the harder to manage a company — echoes of settlers. — At the same time, large amounts of land in different agrozona provide an opportunity for the diversification of crop rotation". Success will depend on how effectively Agrokompleks to establish control and what strategies will be used to ensure a stable return, he said. For example, a company may introduce rigid centralization and control (for example "Avangard-agro"), or to provide large powers with appropriate motivation of top managers of individual clusters. In Russia often go for the first option, Novoselov recalls. President of investment-research company "Ambika" Mikhail Orlov, in contrast, believes that "the Agrocomplex" to cope with the management of such large assets, because the holding "has tremendous administrative resources."
In 2017, in addition to the purchase Parus Agro Group, Agrokompleks also acquired the company "Mingrelian" (previously belonged to the group of "Krasnodarzernoprodukt"), which grows rice in the Krasnodar region. About 3.5 thousand hectares. the cost of the transaction, according to open sources, is estimated at 340-408 mln. - on October, Agrokompleks controlled 650 thousand hectares of farmland on the rights of ownership and lease. In the ranking of "Agroinvestor" on the sown area of the company was on the third place: by 2016, the estimated holding planted 460 hectares.
Also Agrokompleks is the fastest growing company along with "Prodimex", "Miratorg", "Rusagro", and this year by the agricultural holding "Step", says Novoselov. If, according to the BEFL, in 2014 the company was in 17th place on volume of land under control, at the beginning of 2017 moved into fourth. "It is difficult to say whether they will continue Agrokompleks to expand, says an expert. Management has not publicly said what the land Bank to target. Due to the aggressive expansion of acreage, of course, remember the history of the failure of companies such as Sakho, "Razgulyay", "Ivolga-holding", etc., one of the factors of unsuccessful outcome of which was a rapid expansion of assets without effective management". But success stories of large agricultural holdings among the more adds Novoselov. Theoretically, the product diversification helps to reduce risks, he said. But the downside of such diversification — the risk of administrative errors. As a rule, if business was not able to organize an effective crop, the animal will not save the situation.
Industry leaders will continue to become stronger
Most experts believe the presence of transactions in agribusiness rather positive trend, but there are those who disagree with it. For example, according to Orlov, the increase in the number of acquisitions of land assets of large agricultural holdings spoke about the problems in the agricultural sector, as only a small number of large players can develop in the agricultural sector. "It turns out that the larger the enterprise, the greater the chances of him successfully to work, he says. — And I would like to small farms also developed. But they lack access to resources, including long-term financing". Besides, adds Orlov, major holdings represent about 12-13% of the total arable land of Russia, and more than 85% of farmland belongs to small and medium-sized farms. The strategy of development of the industry need to build, taking into account the interests of all market participants and not just large agricultural holdings, he was adamant.
Consolidation of land assets is a steady trend in recent years. "In such a situation small and medium-sized agribusinesses need to build a business on your strengths, including everyday management, checking the quality of the used seed, plant protection products and other resources, strict observance of agricultural technologies, optimal fiscal policy for procurement of resources in seasons of low prices," — said Novoselov.
According to experts, the consolidation of stable enterprises in the agricultural sector will continue. Sizov believes that in the coming years a large number of farmland will be acquired in the Volga region, since the economic situation for farmers in the region have improved. The big players are most likely to continue implementing its strategy to build assets, agrees settlers. In particular, the "agribusiness" is steadily expanding the area under farming. "The steppe" said that he was going to bring the land Bank to 500 thousand hectares. Solar products is also planned to expand the area under irrigation in the framework of the project "Bioterra" in the Saratov region reminds the expert. You can also expect transactions for the purchase of land various players at the regional holdings, which currently sell their assets. If to speak about the situation in General, in recent years a noticeable interest of investors to regions with cheap, but having development potential agricultural lands, concludes settlers.
Land is getting more expensive
Until the beginning of 2017 in the land market recorded an increase in prices, says Vladislav Novoselov BEFL of. Compared to 2012, the average growth ranged from 30 to 70% in ruble terms, especially in the centre and South of Russia. For example, in the Oryol and Tula regions of the earth for five years has risen by 40-50%, in Voronezh region — 60%, in Krasnodar territory — not less than 70%. However, in 2017, especially in its second half, this growth stopped, and in some regions there has been a decline. The main cause of these changes — falling prices for agricultural commodities and, as a consequence, the profitability of agribusiness.
"Agrokompleks" appeared in 1993, by combining the feed mill, which CEO was the father of the current head of the Ministry of agriculture Nikolay Tkachev and where Tkachev-Junior worked since 1983, and feeding base "Sunrise". In 1994, the company entered Vyselkovskiy Elevator, storage and processing their own grain led to the opening of the bakery shop. In 1995, "AGROKOMPLEX" joined maslozavod "Beisugskoie" and poultry "Civilian" that gave impetus to the development of the processing industry and poultry. The plant started to produce first products from raw materials, released on their own businesses.
In 1999, the crops, the company has increased significantly with the entry into the Agroholding enterprises "homeland", "ear", "Friendship" and several others. In 2005, the structure also includes an integrated poultry farm "Slavic" and "Krasnodar broiler" in 2010, the company "Golden Horde" of the Slavic district of the Krasnodar region, which initiated the development of another direction — rice. In 2012, the company acquired local businesses "to them. I. Garmash", "Cheburgolskoye", "Russia", "Shkurinskaya".
The sharp rise in investment activity "Agrocomplex" happened after the Sochi Olympics in 2014. According to the rating BEFL, by April 2015 the company has doubled its land Bank, bringing it to 200 thousand hectares. Then, under the control of the holding company moved the Rostov agricultural group Valinor Kirill Podolsky — "Valars agro", "Valinor-Management" and "Elkom". In addition, the "agro" bought the farm "Kushchevskaya" and ZAO "Kushchevskaya" — the company, controlled by the structures of the family of Sergei Hoe accused of the organization in 2010 mass murder in the Kuban village Kushchevskaya. Among other purchases holding five dairy farms of the company "Vimm-the bill-Dann" (the transaction was completed in early 2016), pig farm "Kuban bacon", the largest Adyghe agricultural enterprise "Kievo-Zhuraki APK" (specializiruetsya of pig breeding and crop production) and "the Krasnodar integrated poultry farm".
By April 2016, the arable land of "Agrocomplex" has increased twice up to 456 thousand hectares In that year it became known about the acquisition of rice holding assets of "Razgulyai" — about 33 thousand ha. in addition, the FAS approved the purchase of two rice farms with a total sown area in 11 thousand hectares. the structure Tkachev acquired Rostov pig breeding holding company "Russian pork", and in August the farm "Akashevskaya" (Mari El). In addition, the company entered coach Pawlowski and sugar plants.
The company "Agresivna" helps to plan and control the execution of agricultural works in real time and alerts when deviations from the plan.
"VOCORD" released SDK for Android, which allows apps to recognize faces without an Internet connection directly on the device itself. The server only need to exchange ready biometric models.
As it became known CNews, the company "vokord" released the software development kit (SDK) for Android that includes software components and development tools apps with face recognition technology. the Product is called Vocord Android SDK. It uses a proprietary recognition algorithm. According to the company, the algorithm was declared "best in the world" after passing the NIST tests and MegaFace.
Vocord Android SDK designed both for mobile devices and single Board computers running Android. According to the developers, this gives you the opportunity to create low-cost embedded system of face recognition technology such as ATMs, payment terminals, various control systems, etc.
Presented in the SDK functionality can be connected to the application created by the developer, in which case it will have the ability to recognize faces. It can be banking or business applications, games, applications for social networks, etc. Photos for recognition can be taken from different sources: social networks, smartphone's camera or an external camera, and use any downloaded to the device image.
According to the developers, competitive advantage, Vocord Android SDK in comparison with analogues is that it does not require Internet connection, since the recognition process is performed directly on the device itself. The connection with the server is required for the transfer is finished biometric templates. As explained in the "Voorde", this significantly reduces the load on the network and servers.
Face detection offline reduces the load on the network and servers.
The company believes that the market is interested in the budget recognition systems that can run on mobile devices, and declares that "Vocord Android SDK opens up completely new possibilities for the creation of biometric application systems".
"Vokord" — a Russian company engaged in the development and manufacture of video surveillance and biometric identification, which involved artificial intelligence. The company was established in 1999, Is a resident of the SKOLKOVO Foundation, through a Fund "s-group ventures and Leader-innovations" receives investment, including from the RVC.
System "VOCORD" used for fixing violations of traffic rules and apply Analytics traffic flows. According to the company, at the moment its products are used by more than 2 thousand projects — both private and public. With 70 Russian and foreign, belong to the class of "Safe city".
In may 2017 , it became knownthat "VOCORD", along with Russian companies NtechLab and 3DiVi, participated in the testing of the National Institute of standards and technology (National Institute of Standards and Technologies, NIST), USA. A study of the Facial Recognition Vendor Test covered a total of 14 algorithms of face recognition from different countries. Among others were presented the developments of the German Dermalog, Indian Samtech InfoNet, American Rank One Computing and VCognition, Chinese TongYi Transportation Technology, Neurotechnology of Lithuania and other companies.
According to the results of NIST tests, the first and third places were taken by algorithms NtechLab, second place received a decision from 3DiVi company. However, the "VOCORD" among others, had the opportunity to participate in tenders of government and commercial organizations worldwide, including the United States. Many government tenders for the supply of similar systems in a number of countries as mandatory requirements contain the participation in the NIST and certified.
The Federal Antimonopoly service (FAS) is developing large-scale changes in the legislation that will give it more powers for investigations. The service published a notice of initiation of development of such a project that will allow her to withdraw the companies documents and items to take from its members the explanations to the materials of operative-investigative activities and secrets protected by law.
As follows from the notification, the service expects that the changes will come into effect in March 2018. The representative of the FAS on Sunday, told RBC that the amendment "routinely discussed with the police." "The government and President's administration they are not yet approved," — said the FAS.
The damage in 2% of GDP
In the conduct of investigations in cases of cartels FAS "faces active opposition, which is the concealment and destruction of information relevant to evidence of illegal activity" and to prevent that, if you give it the right to seize documents of the companies emphasize in the face and remind you that these powers already have the tax and customs officers.
Over the past year, antitrust agencies opened more than 330 cases involving cartels, it follows from the notification of the FAS. "There are about 300 of bid-rigging. The number of cartels increased by 18.4%, and bid-rigging — by 28.4%. 15% increase in the number of cases of violation of article 16 of the law on protection of competition — anticompetitive agreements involving the authorities," — transferred to the FAS. The lifetime of the cartel has increased to two to three years, and if before the number of auctions covered by the activities of one of the cartel, was estimated in units or dozens, "now collusion apply to hundreds of auctions," writes FAS.
"According to experts, the damage from anti-competitive agreements on commodity markets and trading is 1.5–2% of GDP annually; overpricing in the case of cartels on bidding as high as 30% (of the initial value of the order), price-fixing cartels in commodity markets is 18%, cross-border, international cartels — 23%," — noted in the FAS. As explained by the representative of the FAS, damage assessment of 2% of GDP implies economic losses "from everyone, including latent anti-competitive agreements", including the cartels in bidding on the commodity markets, from cross-border cartels and "anticompetitive agreements involving the authorities." The budgets of all levels, says the service, lose the cartels, hundreds of millions of rubles each year (this refers to the damage has already detected cartels).
Cartels often correspond to the characteristics of organized criminal groups, they are affected strategically important projects such as the development of cost estimates for the construction of the Vostochny cosmodrome, "the construction of roads and hospitals, extraction of aquatic biological resources, supply of medicines and medical equipment, provision of products". The cartels suffer of the Ministry of defense, FSB, Ministry of internal Affairs, audit chamber, Central election Commission, tax and customs, indicate in the FAS.
On the danger of cartels, the head of service Igor Artemyev has noticed at the Board office at the beginning of this year. "We are faced today with the universal cartelization of the Russian economy," — said Artemyev. Sometimes the FAS are able to cope on their own, but in General security forces "withdrawn" from the fight against cartels, Artemyev said: "We are for the first time, probably, openly and directly we say that it is necessary to change the attitude to this matter by the police authorities." He stressed that FAS will not ask for authority for operational-investigative activities. But now the possibility of service "do not meet the challenges of economic security of the state, the emergence of which is due to the cartels 'activities" as technology companies get a lot of "possibilities of hiding information," says published on Friday notification service.
FAS excites significantly more cases compared with European and U.S. antitrust regulators, assesses the Chairman of the Committee on competition development, Russian Union of Industrialists and entrepreneurs (RSPP) Alexander Sitnikov. "There is always the question: is it possible, arousing thousands of cases a year, to investigate qualitatively?" he said. You need to decide whether to Russia to bring thousands of cases of cartels, which are accompanied by criminal cases, he says. You may need to direct the efforts of the FAS in the direction of advocacy and monitoring of violations, said Sitnikov.
We need to understand what number of cartels FAS "took the hand", and what was just "looks like" for the cartel, he said. Most of the new cases will not affect large companies and medium-sized businesses, he predicts. The same tax is explained by the criteria of misconduct before increased pressure, said Sitnikov. In Russia there are many departments in the FAS, and we need to ensure that the expansion of powers to combat cartels will not be used for "uncompetitive practices", that is to put pressure on one company in the interests of the other, he adds.
It does seem odd that the FAS focuses on the fight against cartels, but "is not making significant efforts" to control the tariffs of natural monopolies, that is "real monopolists", from which we are losing business and budget, says Vice-President of "Business Russia" Anastasiya Alekhnovich. "We cannot support them in this initiative, as we believe that they are moving away from those cases, including in the part of the cartels that should be dealt with," she notes.
Not only toughen
To deal with anti-competitive agreements, the FAS, in particular, offers a mitigation of responsibility for participation in cartels. Those of their members that will cooperate with the Federal Antimonopoly service will be able to count on the reduction of administrative penalty or even to release him. Appropriate amendments FAS proposes to amend the Code of administrative violations. This measure will allow "to obtain information on anti-competitive agreements, including their duration, the specific manifestations, including evidence from the direct participants of anticompetitive agreement," and the participants of the cartel will be able to get out of it "unscathed".
The service also wants to develop a procedure for such mitigation, which "gives you the opportunity to guarantee a "place in line" for a mitigation of responsibility for participation in the cartel." The Agency plans to fix the "treatment, conclusion of the cooperation agreement, the terms of such cooperation agreements and the conditions for their termination."
The changes should appear in the Criminal code. FAS proposes to adjust the wording of the legislation on cartels in accordance with the competition act, to be codified in a separate document, the offences for cartels at auctions, to introduce a separate crime "for persons using their position in commercial and other organizations for cartels, which have caused especially large damage or made it possible to extract the income in especially large size". At the same time, the person who first confessed to the participation in the cartel, is freed from criminal liability, according to the FAS, it also will not require compensation.
Important in the development of such a mechanism is to ensure that potential informants will not impose Antimonopoly service misled in bad faith, said Sitnikov.

The program "Digital economy of the Russian Federation", approved this summer, became a separate thematic track of the forum "Open innovations". October 17 held 5 sessions in which participants discussed various issues related to the digital transformation of the Russian economy.
The digital economy poses new ambitious goals for the person, companies and the state of the future. Training, skills requirements, and General digital literacy – the key challenges for the economy, education and society. About it spoke at session of "Human capital". Director of "Young professionals" ASI Dmitry Peskov voiced the key objectives, including the elimination of digital illiteracy, advanced training of personnel and replacement of outdated elements such as diploma and employment history, personal profile of the person. "Seven million working hours are spent in Russia for the maintenance of labor books. This is an absolute throwback," - said Peskov.
"In Russia, the number of it people is about 1.5% of all workers, while in developed countries the figure varies from 3% to 5%. Graduates in this specialty, we must be at times more", - said the Director of 1C Boris Nuraliev. General Director of the Fund for infrastructure and educational programs Andrei Svinarenko said that the focus should be on interdisciplinary possession of IT, these skills should have people of different professions. "No digital state is impossible without that in the country there was a critical mass of people with competences in the field of IT, since there will be no sphere of activity in which they will not be used or be the basis", - said the state Secretary – Deputy Minister of economic development Oleg Fomichev.
"Cyber criminals have no borders," said Deputy Chairman of Sberbank of Russia Stanislav Kuznetsov, opening session on "Information security". According to him, the main problems faced by the sector, linked to the culture of cybersecurity, new competencies in the technologies, control the Internet, legal work. It is also necessary to develop domestic technology at the level of foreign and create a single coordination center in the fight against cybersecurity, he said. "To solve these problems will help the program "Digital Russia", on which work is already underway in a responsible competence centers", - said Kuznetsov.
"It is important to understand that in the era of the digital revolution is changing the whole picture of the world. The challenges, which we defended earlier is no longer relevant. All the war moved into the information plane of the digital attacks, theft and extortion, software piracy, cyber terrorism, and more", - says the founder of Group-IB Ilya Sachkov. In the opinion of expert hackers is not small, but big problem.
To combat the cyber criminals of the world community requires cooperation, all countries need to unite, says American cryptographer Martin Hellman. "Currently cybersecurity is discussed on the level of power structures and various companies professional exchange of information occurs in spite of political differences," - said the expert. It is important to improve relations with the various professional associations.
According to an international expert Kirill Tatarinov, the world no cyberprotest. "Modern operating systems and the Internet were created without regard to security issues. In the near future they will all be transformed with an emphasis on protection from hacking," - said the expert. Also Tatarinov believes that must be established rules for the regulation of cryptocurrencies and formed a single coordination centre for combating cyber security on the basis of power structures.
"Without high-quality infrastructure, the development of the sector impossible," said partner and managing Director The Boston Consulting Group Alexander Zhorov at the session "Information infrastructure". In Russia the problem of infrastructure provision is compounded by the weak ruble and low purchasing power, noted the expert.
Senior Vice President, development and business management of the PJSC "Rostelecom" Vladimir Kiriyenko noted that in the competence center, responsible for information infrastructure, considering the issues associated with storing large amounts of data, development of technological platforms, the creation of a number of pilot zones for 5G in Innopolis and SKOLKOVO. It is planned that by 2024 140 million citizens will be provided with high-quality communication channels.
The communications industry is one of the most competitive in Russia, said Deputy Minister of communications and mass communications of Russia Alexey Kozyrev, and the state sector will be implemented through market mechanisms, aimed at stimulating demand for services.
In the "Digital economy" contains a vision of the future and development priorities. "The plans of activities of the programme have created businesses, not the state. So the business will have to undertake the direction of the development program, and the state will provide the necessary support, - said Kozyrev. To measure success we will be entering the global markets. We expect that 10 companies will be able to compete successfully in international markets".
The widespread use of new technologies, big data, artificial intelligence, unmanned vehicles or blockchain, is associated with changes in the legal field. On the one hand, it is possible to pre-set the legal framework for the introduction and dissemination of new technologies, on the other – on the contrary, to encourage their development by creating a sandbox regulatory and other special legal and administrative conditions. This was stated by the participants of the session "Regulatory sandbox and preventive lawmaking".
Data forms new markets, and the role of government is to ensure the safety of their operation, primarily through regulatory policy. Vice-President of MTS, corporate and legal issues Ruslan Ibragimov is sure: the impact of artificial intelligence on society is a matter of concern to all, first and foremost, lawyers. "Historically, law has always regulated the relationship between people and the digital economy creates new relations "man – machine" (artificial intelligence) and "machine – to-machine" (Internet of things) - said Ibragimov. – How should the right respond? Can it be considered artificial intelligence legally equal to a man? Whether it becomes subject to the law?" According to the expert, these questions need to respond very quickly to understand what lies ahead – reform or revolution in the field of law. "The Constitution as a baseline document guarantees the rights and freedoms of citizens, and all that threatens them, should be adjusted, and therefore, the right should go ahead of Economics, and government need to hurry," - said Ibragimov.
The participants of the session "the formation of the technological groundwork" was trying to decide how exactly to understand under this term. First Deputy Director General of Rosatom Kirill Komarov said that one of the basic things will be to create open platforms to which you will be able to join everyone. "We are now setting up institutional tools such as the Exchange of ideas that, if successful, can be replicated," - said Komarov.
According to the head of the FANO Michael Kotyukov, the growth of academic knowledge – that is technology stocks. "Good basic science sooner or later gets applied," - said Kotyukov. During the session, their experience in this area shared by the representatives of the Corporation, Rostelecom and other organizations.
In time management all interested in the practice. As exalted ideas of setting goals tied to regular tasks, to speed the performance of employees, that is, to the real business organization?
Our goal is changes in the sphere of time management into the corporate culture of the organization. And here arise many questions on the specifics of technology implementation. Look at some of them.
Each person plays different roles in life and in the organization in which he works. Any enterprise is a structured hierarchy of positions, functions, regulations. When developing rules for the organisation of time is important to be clear at which level control to use the desired role and what "buttons" to press when addressing risks.
Let's start from the top management level – the General Director of the organization. He may not be the initiator of the development of time management, he can "sell" this idea to the Director/employee, who first became aware of it. The Director, as responsible person for Finance, you need to make a decision: start the project on development of corporate rules of time management, what time and on budget.
The first face of the company determines the company's strategy, decides about the importance of time management as technology. However, if it is a Corporation, where decisions are made collectively, here is the final version of the project will depend on the group of persons, and the budget allocated to the commercial Director.
We summarize the main functions of the Director-General:
- creates system requirements time management
- defines the place of technology in the company strategy
- translates the ideology of time management, motivate by personal example
- controls the use of the ideology of middle managers
- forms a common sanctions and incentives
- defines project Manager for implementation of time management
- decides on the organizational and it infrastructure project
Further, the idea extends to close to the Director individuals: General meeting at which the Director announces the start of training. The main thing here is to communicate to colleagues the importance and necessity of the technology. After all, feedback in the form of consent will continue to influence the speed of diffusion of technology within the team.
The second level – the middle managers. Their role is that together with the Director they need to have the basic understanding of time management, to formulate the key requirements to the standards of the company. They also have the following functions:
- delivering information on time management to his subordinates
- organization and tracking of employee training. Evaluation of individual efficiency technology implementation of time management at each workplace
- elaboration of the motivational component for the staff
- obtaining feedback from employees
making adjustments to the Director
- changes in organization of the time.
In fact, intermediate managers is the layer of activists who not only on a personal example has to show the convenience and success of technology, but also verified methods to monitor compliance with regulations.
Next come the employees (experts), on which the ideology of time management is distributed in varying degrees. This is due to the fact that the higher level of management always lives "his life", and rules for top-managers is not 100% necessary to be implemented at a lower level in the organizational structure. This is due to different functionality, and different balance of allocation in the schedule time on operational tasks (which have more specialists) and strategic (what is the difference between graphs).
We should not forget about the head of the project implementation. It should contain the following:
- to convey information about the project to all project participants
- monitor the performance of the project
- track the relevance of corporate policies
- to develop options and ways of introducing the technology
- evaluate KPI for employees ' individual work
The employees are required to apply the developed guidance rules and to make proposals for improving the system.
