One of the latest initiatives in the food market is to forbid the manufacturers to give their products names similar to well-known brands if the product does not meet the GOST. Denis Manturov: This is a very correct decision, I think. Here is an example from my own experience. Once I tried the glazed curd previously unknown to me manufacturer. But the question is whether it is you in your diet to replace the natural product from animal fats to vegetable fats or not?

I do not think that Russia is some privileged environment for retailers. Their activities are so highly regulated. Why do you need even more tightening, does that make sense? I think that 25 percent is the optimum level. Adapted all market participants, consumers and municipalities.
Now, if the share of retail networks exceeded 25 percent, they are forbidden to continue to expand. But it is possible to provide for an exception to this rule, for example, if the trade network has started to implement their investment projects, when not exceeded the threshold. Denis Manturov: the Network does not displace small farmers, small-scale farmers simply do not have to break into the trading network. For them, there are other forms of trade. It's the markets.
You know, somewhere you need to look at foreign experience, and somewhere still use their traditions - Russian, Soviet. We have always had fair markets. By the way, worldwide, and in developed countries in the first place, fairs, markets and smaller formats is also very developed. Let's see how the trade in other places. I travel a lot around the country. And see along the roads organized bazaars, very decent, by the way. And they are in demand. Here there is an opportunity for villagers to sell their products they produce in small volumes.
There are other examples. A year ago, I was in Ingushetia, called on the ultra-modern logistics center, where are the apples from local growers. Comes these products in large trading networks. Why? Because these apples are the amounts, standards, logistics, requirements of retailers. But it absolutely other investments, costly logistics centers. In Soviet times, this was not more than two or three months, the apples had not been stored, they started to rot. The same applies to other crops. Therefore, we want to develop different formats of trade, and thus to ensure market accessibility for all Russian farmers.

With regret we can say that the policy in respect of retail markets in Russia in the last ten years was wrong. Instead of teaming up with business to put them in order, have exacerbated the situation. And gave rise to markets, said in a negative way. Set excessive requirements, do not give entrepreneurs any "planning horizon". Went too far, one word.

That time has passed. But because of stricter legislation, the number of retail markets has dropped from six thousand to one thousand. Six times! Denis Manturov: of Course, you need to adhere to the requirements of health and sanitary conditions. And they need to provide. This, for example, the question of remoteness from the road. A year ago, the Ministry has completed work on a bill regulating food trucks, truck and other objects of non-stationary trade. But the law has not been adopted. Why?
Denis Manturov: the Draft amendments to the trade act we submitted to the government in the summer of 2017. The fall meetings were held on the bill, the document was assigned to complete revising and adding some provisions.
We modified and re-sent to the government in July 2018. Today all differences on the bill finally lifted, and it is ready for submission to the state Duma. Roughly, the bill will be submitted to Parliament in late September of this year.
In General, mobile Commerce is an important part of our food security. This format helps the development of small retail, service business, catering. For farmers it's a godsend. Denis Manturov: Now, the Ministry is developing a draft strategy of trade development in Russia up to 2025. It is planned that it will be adopted by the government this year. We come to the fact that the main goal of our work is the creation of a comfortable consumer environment. A resident of any city within the walking distance should be able, based on their income, to buy food, clothes, home goods, eat at a cafe or restaurant.
The task of the authorities - not to change this constant familiar environment for people, but rather to make it so that the buyer could develop permanent habits, consumer tradition on the basis of the growing diversity that modern world. So he could go over the years in conventional bakery, a grocery store, to the fair close to home, where he is known by the sellers and are waiting, not only in large retail chains, which, of course, also should be.
Denis Manturov: Certainly. A substantial section will be devoted to e-retailers. Plan to consolidate activities for the development of a wholesale link, street retail, systems., industry self-regulation, consumer cooperatives, to ensure the availability of services for people with disabilities and many other areas.
E-Commerce is booming - according to experts, the turnover of Internet-trade has exceeded one trillion rubles a year. In some countries the share of Internet trading in the retail turnover, indeed, significant. For example, in the UK it is 15 percent, in the United States and Germany, 18. And in Italy and Spain - 3-4 percent. We have about 3 percent and the proportion still expanding. In the non-food sector it is more than 7 percent. So the prospects are very good.

Manturov: the Construction of passenger ships in recent years has become one of the drivers of development of the shipbuilding industry. In this work we see two main directions of development: the construction of cruise ships with a capacity of more than 150 people and high-speed vessels for the so-called short shoulders: urban, suburban and intercity routes short range.
Today we are building three cruise ships. Two of those three hundred places, and one 150-seat. We need to start dealing these vessels into operation from 2020. The same ships are designed to replace the old cruise ships built in the 1960-ies. The Golomolzin believes that the development of exchange trade in gas – the key to creating a system in which the consumer directly participates in the pricing.
Also the Deputy head presented the proposals of the FAS Russia on deregulation in the gas supply market. "It is necessary to cancel state regulation of wholesale gas prices, implemented by the PJSC "Gazprom" to establish unified tariffs for transportation of gas via trunk gas pipelines for independent gas producers, Gazprom and its affiliates, and change the procedure for determining the coefficient used for the calculation of the tax on extraction of mineral resources", - said Golomolzin.
