The Ministry of Finance has published draft amendments to the Tax code, involving the introduction of Russia in 2020, environmental tax. It is designed to replace the current fee for a negative impact on the environment. The new tax does not increase the rates of payments, however, should greatly increase the mode of payment and, apparently, his actual fees. Business, Ministry of environment and experts believe that in its current form the draft may deprive the regional revenues, which are now expended by them for compensation for the damage to the environment. The Ministry of Finance, in turn, indicates that the Federal budget now spends on koprogrammu taxpayers ' money.
Published by Ministry of Finance regulation on the website.gov.hyporacy to the Tax code (NK), which from the beginning of 2020 is proposed to introduce an environmental tax (NC supplemented with a new article) instead of the current payment for negative impact on the environment, are part of the Department's work in systematizing non-tax payments, which is 2017. Note, by itself, the systematization of the source is assumed not to introduce any new taxes, but only the ordering of the payments, without signs of tax. The need for environmental taxes is justified by the weak administration of pollution charges (now it makes Rosprirodnadzor). Failure to pay these fees in Russia there is no criminal liability, the penalty of failure is in the courts, and ways to ensure compulsory payment "virtually absent", in contrast to taxes, the recovery of which is certain.
In fact, the main thesis of the Ministry of Finance — the Board is tax de facto (or at least has signs of tax) and they should become de jure.
The draft Federal law was prepared on behalf of the Prime Minister from 16.03.2018 No. DM-P13-10пр. The Finance Ministry insists that the burden on businesses will not increase — the principle of "maintaining the current level of tax burden on honest taxpayers," it works.
According to the data given in the economic justification to the bill, in 2017 ecoplate revenues in the consolidated budget amounted to RUB 14.2 billion, 11.6 billion RUB is planned for 2018. "Given that the calculation of the tax rates of the ecological tax is made from necessary annual expenses budget for the environmental protection, it can be expected that the size of the revenues from the environmental tax will be significantly higher than planned revenues from the payment for environmental pollution"— explain in the Ministry. Apparently, the logic of Finance is that including the national project in the field of ecology (see "Kommersant" on 24 July) need to source funding in the form of a new tax.
The objects of taxation are the emissions, discharges to water and waste production and consumption registered in RPN sources of such discharges. Fixed tax rates for different pollutants and increase coefficients depending on the degree of danger of the substances similar to the current charges. The bill retains the entire amount of deductions from the tax base if the payer of the implementation of measures to compensate the negative impact on nature (70% tax rate), as well as multiplying factors to the payments, if the load exceeds the established companies control volumes, which are the government and RSPP was agreed in the framework of the introduction of technological environmental regulation in 2019.
The tax is proposed to make an advance (four payments per year), the base for it companies is to be calculated independently. Likely that after 2019 to 2023, the most "dirty" according to the Ministry of natural resources, the company will be required to enter the instrumental control of pollution and transmit the data to the RPN, the tax base will be calculated automatically. Although directly document this does not imply, that environmental service will transfer to FNS the data about the production of payers on the account. Put on account will be required to complete a special environmental tax returns described in the project.
The bill applies not only to major industrial companies, but also for all pollutants, except for utilities.
Exempt from tax document only the activities financed by budgetary funds, and also activities of individuals and IPE, which are formed only of solid waste handled by relevant operators (they pay the tax). Tax-free to accumulate waste with a view of future utilization can be no more than 11 months.
The main issue to document experts and businesses is the uncertainty about the future distribution of tax revenues between the Federal and local budgets. Now the lion's share of payments for negative impact goes to local authorities is spent on compensation ekoserb. Alexander Bagin from the Higher school of Economics, says: similar change of payment to the tax in 2018 has occurred in China, where the Central government gave up its part of the income tax in favor of local budgets. This allows the regional authorities to build a stimulating fiscal policy, depending on local eco-standards. At the same time Mr. Bagin admits that the collection of tax due on the increase and this transition corresponds to the world trends.
Earlier, the head of the business Association "OPORA Russia" Alexander Kalinin said that the business has no developed position on the question of transfer of ekosbor in tax — on this subject only to be "thorough discussion". According to "Kommersant", the profile Committee RSPP today will discuss the draft law of the Ministry of Finance.
The source "" in RSPP is concerned that due to these changes, payments that were to compensate damage to the environment, hardly will now be spent only for these purposes.
"Russia is moving away from the idea of creating environmental funds",— he said. Recall, to resume the work of eco-funds in which you were "painted" fees, in 2017, the proposed MEP. The introduction of the tax in the Ministry (which, however, is not yet familiar with the project) is called logical "subject to its repayment to the environmental objectives" of such a mechanism in legislation. It is also unclear how the project of the Ministry of Finance relates to projects of the administration of President 2016-2017 for the implementation of "best available technologies".
The legal Department of the Kaliningrad trade and industry chamber informs that within the framework of regulatory impact assessment for public comment posted the draft law "On amendments to certain legislative acts of the Russian Federation in terms of improving the customs procedure of free customs zone".
Changes in the Special economic zone in the Kaliningrad region, 111-131 posted on the project pages.
The draft includes proposals that were previously discussed, including at the Kaliningrad TPP committees and meetings with representatives of authorities and customs:
the possibility of interaction of entities operating in the SEZ with the customs authorities in electronic form;

We are also working on projects to create new production at the Nadvoitsy aluminum plant. About it today at the session of the regional Government said the Head of Karelia Arthur Parfenchikov.
At the present time in connection with the reduction of the market began at the plant conservation capacity of electrolysis production. The government of Karelia considers various options for the development of site - work continues on the creation of new industries on the areas of the Nadvoitsky aluminum plant and the involvement of residents in the industrial Park Nadvoitsy.
No layoffs to date is not planned, - said the Head of Karelia. All the employees of the Nadvoitsky aluminum plant will be offered an alternative job with comparable wages.
As a priority, employees will be offered jobs in the emerging production of LLC "Russian radiator". This year the owner has invested in this project nearly 200 million rubles. The company will start with 3 cars in the first half of 2019, during the year, capacity will be increased to 6 lines. By the beginning of next year it is planned 120 jobs.
According to the Head of the Republic, with the leadership of Naz agreed to work on the project to change the nature and specificity of the electrolysis production at the plant towards the domestic market.
Furthermore, developed another project for the realization of the plant - production of technical containers. Here, it is assumed 160 jobs.
Head of Karelia also spoke about the fate of the main enterprise of the settlement of Pindushi "Karelia DSP", which in 2017 suffered as a result of the fire. According to Arthur Parfenchikov, in September it is planned to complete works on restoration of production activities, and in October the factory will start the production of highly profitable products.
Denis Valentinovich, how do you assess the results of the first half? New sanctions have crippled Russian industry, especially metallurgy?
Denis Manturov: on the Contrary, almost all sectors have shown positive results. What is especially revealing: recovering the metals.
In spite of the sanctions?
Denis Manturov: Yes, in spite of the sanctions. And the internal volume increases, and exports. In many respects these results we are bound to the policy of import substitution, which is driving demand for steel products. As a bright example it is possible to note the steady growth of metal consumption in the production of automobiles, machine tools, household appliances, railway engineering. Demonstrated recovery pipe industry.
Is there a single "failure" of the industry?
Denis Manturov: Yes, of Course, not everywhere it's completely smooth. In the first half due to the reduction of yield in crop production for a long time "rocked" the agricultural machinery sector. And until we came to last year's figures for the domestic market (go to the level of 2016), but abroad the supply of agricultural machinery increased by almost 1.6 times. We very much hope that the support mechanisms in agriculture work and agricultural producers until the end of the year show a positive trend in the industry.
If to speak about all the industry sector, the positive trend is obvious: the industrial production index in the first half compared to the first half of 2017 amounted to 103 percent, while the index of manufacturing production - 104%. Comparing to previous years, when we fought for every tenth of a percent, I can say that there are serious preconditions to wait at the end of 2018 in the manufacturing industry the growth of not less than two percent.
You said that car production grew serious, then, there is a demand, although some experts continue to argue that purchasing power is extremely low. And money on expensive purchases, people are still there.
Denis Manturov: Speaking about the success of the auto industry, take into account many factors. First, not only domestic demand. To significantly grow exports and of finished vehicles and kits, and components. We will reimburse you the delivery of vehicles to those countries that are interested in our industry. We continue to target the purchase of buses for public transportation, carriages "first aid" school buses.
And the demand from the population we see. First of all, it intensified due to lower interest rates on loans. People felt great confidence in the future. Gradually begin to spend more.
I wonder what kind of country we have become more to put cars?
Denis Manturov: In the countries of Europe. Europeans like to buy competitive cars, produced in Russia. Especially such companies as Volkswagen, Renault, Hyundai, popular, almost all models of "AVTOVAZ". Also the CIS countries. We expect that the cars of Russian production will be interested buyers in Southeast Asia and Latin America.
I have to ask about the project "Cortege". When this project will appear in the free market? And that still will sell: limousine Procession or vehicles of the brand Aurus?
Denis Manturov: a Tuple is not a brand and common format of building cars. And our project, we have assigned the name is Aurus. In the production of cars of this brand are used the best materials and technology.
As for brand promotion, the world premiere of new car will take place at the Moscow international automobile salon. And next year will host the European premiere of Mira at the Geneva motor show. Also there is a special event for potential clients in Monaco.
Of the cars we expect will be used to update the state Park protected vehicles, both the Russian state and any foreign. Among the non-state clients are legal and natural persons. We hope that from September we will gradually form the pre-order to next year start the first shipment to customers.
You yourself sat behind the wheel Aurus? What's the verdict? Buy yourself a car?
Denis Manturov: Yes, I was able to personally test the new Aurus car, both as driver and passenger. The driver can note the high level of security in the cabin, great acceleration and dynamic performance. As a passenger praised the overall comfort and high quality materials in the interior.
I drove different cars. Difficult not to like the comfort of limousines and sedans, but I especially like all the same SUVs. As soon as the Aurus SUV will come to market, I'll seriously consider buying it. Most likely it will be in 2020.
And how much is all this fun going to cost? Originally called the range of 6 to 10 million rubles, but then there are versions with higher prices.
Denis Manturov: two years ago When the project was planned, I called the bottom price level. Today we understand that this car is premium, not business class. Moreover, the highest. The exact price will be determined this fall. Aurus is by far cheaper than their counterparts - "Bentley" and "rolls-Royce".
Let's make them compete?
Denis Manturov: Why not? This car is produced in Russia, so no import duties, and it's just an advantage in price. Although there is a certain amount of foreign parts, but still dominates the Russian component. And as you development, increase the serial of this car, the share of domestic parts will increase. Aurus also offers their customers the highest possible individualization in the design of the car.
In the media reported that Opel wants to return back to Russia. Indeed, such negotiations are conducted?
Denis Manturov: No, we don't negotiate with concern "Opel", they has not been addressed. But we are open to dialogue with our foreign partners.
One of the latest initiatives in the food market is to forbid the manufacturers to give their products names similar to well-known brands if the product does not meet the GOST. It is also proposed to divide the food on the shelves, so that customers would see the product. The people project has been dubbed the "Fair label". How would he act?
Denis Manturov: This is a very correct decision, I think. Here is an example from my own experience. Once I tried the glazed curd previously unknown to me manufacturer. Loved it, was constantly to buy them. And then decided to read what is written on the label. Know what is contained in these cheeses? Palm oil. There is nothing except palm oil and some artificial substitutes!
But it is delicious! They themselves say!
Denis Manturov: Delicious. But it's wrong! Palm oil, of course, not poison, and for someone even a useful product. Maybe someone has a natural fat is not digested, and he's only palm oil registered. But the question is whether it is you in your diet to replace the natural product from animal fats to vegetable fats or not?
No need to ban anything, you just speak honestly about it. So on the shelf and says here foods with natural fats and here with the plant.
However, the product on the vegetable fats are cheaper, and are faster to parse, and natural will lie and you'll lose.
Denis Manturov: So, this is what the consumer wants, you know? And we have to fulfill the wishes of the consumer.
Then the manufacturers of natural products will think how to reduce the price to attract buyers?
Denis Manturov: Yes, Of Course. And then, consumers are also different. For example, organic produce is always more expensive than conventional twice, no less. But also buy it. The main thing is to be fair.
Recently, the FAS said they support reducing the maximum share of major retailers in the market from 25 to 15 percent. Do you like this idea?
Denis Manturov: the FAS after the appearance of this information in the media officially stated that they do not support the reduction in the share of retail network from 25 to 15 percent. So this idea of the FAS no, as there is no such idea with us.
I do not think that Russia is some privileged environment for retailers. Their activities are so highly regulated. Why do you need even more tightening, does that make sense? I think that 25 percent is the optimum level. Adapted all market participants, consumers and municipalities.
Now, if the share of retail networks exceeded 25 percent, they are forbidden to continue to expand. But it is possible to provide for an exception to this rule, for example, if the trade network has started to implement their investment projects, when not exceeded the threshold. And then set: after the implementation of their projects, the share of the network should not, for example, exceed 35 percent. This share according to the Law "About competition protection" is the threshold of dominance. This is one of the solutions.
Another option is to work on the method of calculating the retail trade turnover and how to count the share of specific retail segments in it. For example, large supermarkets often serve not only the specific municipal district and adjacent cities and municipalities. Now their turnover is counted in the turnover of the municipality in which they are located. We are working on it jointly with the Federal Antimonopoly service of Russia, Ministry of economic development and market participants.
Other countries can be an example for us?
Denis Manturov: In the Western countries share several major networks (e.g., top 5) in retail turnover can reach 60-70 percent.
We have the same share of network trade, including several hundred smaller regional networks is less than 30 percent, and for food, according to expert estimates, about 50 percent, according to government statistics, and even fewer - less than 40 percent. So we are still very far from the Western level of consolidation and development of trade networks.
In General, our trade, on the one hand, has no measures of state support, and on the other - growing and largest sector of the economy. Since 1990, the retail trade turnover has increased three times. Today the consumer market is a million shopping facilities, half a million objects of public catering and consumer services. It is more than 14 percent of Russia's GDP. The industry employs 13.5 million people.
Impressive? But if the industry provides us a significant contribution to the economy, "pulls" in manufacturing and related industries, why we try all the time to tighten the screws when you need to do the opposite - to stimulate the development of trade?
Many experts say that networks are displacing small farmers.
Denis Manturov: the Network does not displace small farmers, small-scale farmers simply do not have to break into the trading network. For them, there are other forms of trade. It's the markets.
You know, somewhere you need to look at foreign experience, and somewhere still use their traditions - Russian, Soviet. We have always had fair markets. By the way, worldwide, and in developed countries in the first place, fairs, markets and smaller formats is also very developed. Let's see how the trade in other places. I travel a lot around the country. And see along the roads organized bazaars, very decent, by the way. And they are in demand. Here there is an opportunity for villagers to sell their products they produce in small volumes.
There are other examples. A year ago, I was in Ingushetia, called on the ultra-modern logistics center, where are the apples from local growers. Comes these products in large trading networks. Why? Because these apples are the amounts, standards, logistics, requirements of retailers. But it absolutely other investments, costly logistics centers. In Soviet times, this was not more than two or three months, the apples had not been stored, they started to rot. The same applies to other crops. Therefore, we want to develop different formats of trade, and thus to ensure market accessibility for all Russian farmers.
We will return to the city markets? So fought long and hard with them, it turns out, been doing it all wrong? Although in many cities of Europe markets play only a decorative function - attract tourists.
Denis Manturov: the Famous markets in Europe attract tourists, and it is natural. The market is a unique, independent retail format that cannot be replaced by a supermarket.
Markets come not only to buy but also to chat. That is why they are present in all the guidebooks to European cities. They form a comfortable environment of cities, make them alive and interesting. Also markets is a real sales channel for small producers of goods.
With regret we can say that the policy in respect of retail markets in Russia in the last ten years was wrong. Instead of teaming up with business to put them in order, have exacerbated the situation. And gave rise to markets, said in a negative way. Set excessive requirements, do not give entrepreneurs any "planning horizon". Went too far, one word.
It was caused, of course, first of all, the unsightly appearance of markets that emerged in the 1990-ies, the feeling to them of chaos, "chaos".
That time has passed. But because of stricter legislation, the number of retail markets has dropped from six thousand to one thousand. Six times! We plan to amend the legislation to radically change the situation and give the market new life. The bill has already been developed, we will soon bring it to the government.
You talked about the roadside trade. And the CPS opposed - unhygienic, he says, the products are saturated with heavy metals.
Denis Manturov: of Course, you need to adhere to the requirements of health and sanitary conditions. And they need to provide. This, for example, the question of remoteness from the road. How much should be meters from the curb? Two or three or 20-30, 50 meters? 50 metres from the road the gardens are already growing long, and no one to bear them. So that should be the measure.
A year ago, the Ministry has completed work on a bill regulating food trucks, truck and other objects of non-stationary trade. But the law has not been adopted. Why?
Denis Manturov: the Draft amendments to the trade act we submitted to the government in the summer of 2017. The fall meetings were held on the bill, the document was assigned to complete revising and adding some provisions.
We modified and re-sent to the government in July 2018. Today all differences on the bill finally lifted, and it is ready for submission to the state Duma. Roughly, the bill will be submitted to Parliament in late September of this year.
In General, mobile Commerce is an important part of our food security. This format helps the development of small retail, service business, catering. For farmers it's a godsend. Specialized sausage, dairy, meat shop, and cafe, other high-tech and interesting mobile retail facilities will create a convenient infrastructure for consumers and entrepreneurs.
Different retail formats normally evolve when a state provides all of them the right to freely exist. The market will build the normal balance between large and small shopping formats.
Maybe it's time to legislate such an approach?
Denis Manturov: Now, the Ministry is developing a draft strategy of trade development in Russia up to 2025. It is planned that it will be adopted by the government this year. The document will be recommendations for specific actions for the development of all retail formats, mainly addressed to regional and local authorities.
We come to the fact that the main goal of our work is the creation of a comfortable consumer environment. A resident of any city within the walking distance should be able, based on their income, to buy food, clothes, home goods, eat at a cafe or restaurant.
The task of the authorities - not to change this constant familiar environment for people, but rather to make it so that the buyer could develop permanent habits, consumer tradition on the basis of the growing diversity that modern world. So he could go over the years in conventional bakery, a grocery store, to the fair close to home, where he is known by the sellers and are waiting, not only in large retail chains, which, of course, also should be.
Denis Manturov: Certainly. A substantial section will be devoted to e-retailers. Plan to consolidate activities for the development of a wholesale link, street retail, systems., industry self-regulation, consumer cooperatives, to ensure the availability of services for people with disabilities and many other areas.
E-Commerce is booming - according to experts, the turnover of Internet-trade has exceeded one trillion rubles a year. In some countries the share of Internet trading in the retail turnover, indeed, significant. For example, in the UK it is 15 percent, in the United States and Germany, 18. And in Italy and Spain - 3-4 percent. We have about 3 percent and the proportion still expanding. In the non-food sector it is more than 7 percent. So the prospects are very good.
In Russia there is a project on the labelling of fur products to protect the market from counterfeit. Say, it's easy to forge digital tags.
Denis Manturov: It Is Impossible. Each digital tag has a "cryptool", or the so-called cryptocode. This is an individual code that is assigned to a specific label on a specific product. It cannot be repeated. That is a specific numbered item.
Now it is necessary to strengthen oversight and enforcement that Supervisory authorities can make the most simple and quick way to check the reliability of marking and to take prompt action. For this, first, in conjunction with the CPS and the regions organized a large-scale work to detect and prevent such violations. Until the end of 2018 will be held the control events throughout the country in areas where a high risk trade of unmarked products. Such places are known.
We are also working on changes in legislation, which will allow to build quick and effective response system violation of the rules on the marking.
Our head of tanker chemical carrier (project RST-27) was recognized abroad as one of the best ships. What is its strength?
Manturov: Indeed, this project was highly appreciated by the oldest, founded in 1860, the British Royal society of ship engineers, which publishes a list and descriptions of the 50 best vessels built during the year.
Our tanker can carry up to 7900 tons of cargo, which is 880 tons more than had his predecessor. In addition, were provided the possibility of carrying three types of cargo simultaneously, including chemicals.
Actively developing domestic tourism, there is a demand for cruise ships. We build them?
Manturov: the Construction of passenger ships in recent years has become one of the drivers of development of the shipbuilding industry. In this work we see two main directions of development: the construction of cruise ships with a capacity of more than 150 people and high-speed vessels for the so-called short shoulders: urban, suburban and intercity routes short range.
Today we are building three cruise ships. Two of those three hundred places, and one 150-seat. We need to start dealing these vessels into operation from 2020. The same ships are designed to replace the old cruise ships built in the 1960-ies. The development of this program, using a concessional lease, we will each year add to and build a new passenger vessels of large dimensions.
As for small ships, for example, "Valday", "Comet-120M" - the head of the court of these projects have already been built and put into operation. Soon they will be mass-produced.
It is important to note that the construction of passenger vessels allows to provide not only the download of the shipyards and the development of water tourism, but also promotes the accessibility of the regions. In particular, the "Comet 120M", commissioned July 30, 2018, on a route Sevastopol - Yalta, only a day operation provided transportation about fifty passengers.
Also now is actively working with hard to reach and socially important regions: the Irkutsk region, Yakutia, the Krasnoyarsk territory and the Amur region, where we analyzed the needs of the courts, high-speed passenger fleet. The Ministry of industry and trade 2017 implemented a departmental project, in which along with the "Valdai" and "Comet" provides for the development and construction of ships in the cavity and economical air-cushion vessels. For the construction of these vessels needs to be further development of the leasing program as one of the most effective instruments of state support.
In the second quarter of 2018 the agricultural sector of the country continued strong growth, outpacing the pace of development of other sectors of the economy. According to Rosstat data, the volume of production of agricultural products for 5 months of this year grew by 2.5%.

The creation of the pig APK "Village" for 13.5 billion rubles in Chortkiv district stopped
As it became known "Kommersant-Yug", the municipal government of Chortkiv district, withdrew from APK, OOO "the Village" the land on which it planned the establishment of a pig breeding complex with production capacity of 250 thousand animals a year. Officials terminated the contract on land lease due to unpaid rent "the Village". In the district administration said that work on construction of the complex started, and for some time the owners of LLC have stopped communicating. The Minister of agriculture of the Rostov region Konstantin Rafalowski said that the project investors are unable to find funds for its implementation.
The administration of the Chertkovsky area of the Rostov region has terminated the contract of land lease with LLC APK "Village" on which it is planned the construction of a pig-breeding complex for 13.5 billion rubles with a capacity of 250 thousand pigs per year. About this "Kommersant" reported a source in the administration. The land was seized from LLC due to non-payment for rent. According to the source, construction work on the site started.
As earlier wrote "Kommersant-Yug", plans APK "Village" to implement the project was announced in 2010. Until 2014 it was supposed to create a complex for the production of pork and breeding stock, feed mill, slaughter and cutting plant and production of chilled meat. The first volume of investments was estimated at 6.9 billion rubles. Then the need for investment has increased to 13.5 billion rubles, and the project launch date pushed back to 2020.
A source in the administration also announced that the leadership of the agrarian and industrial complex "the Village" has ceased to answer phone calls, and letters sent to the legal address of the enterprise, come back from-for absence of the addressee. "Kommersant-Yug" also failed to contact the "Village".
According to the service Kartoteka.ru LTD APK "Village" was registered in Chortkiv district in 2009 with registered capital of 10 thousand rubles., CEO and owner of the company is listed Vladimir Marchenko. Firm in 2012, established a subsidiary in Moscow, OOO "Trade house "Capital"" as the main activity of which specified trade of food products.
The Minister of agriculture and food of Rostov region Konstantin Rafalowski June 26 at a press conference said that the fate of the investment project for the authorities of the Rostov region still remains unclear. "Something positive for him, I now can not say. I can only say that it was an important project for us — the pig-breeding complex focused on import substitution. But he had not found sources of funding, not a finished project, so long as the project is not implemented," said Mr Rafalowski.
Investors of pig-breeding projects now can experience financial problems due to the lack of available credit, noted expert on meat market of the Institute for agricultural market studies (IKAR) Anna Kudryakova. "The investor could be faced with financial difficulties, most likely due to the reluctance of banks to lend to the project. The risk is that next door with the Rostov region there are regions with strong competitors. This Krasnodar Krai, Voronezh and Belgorod region",— said Mrs. Kudryakova.
However, she notes the existing favorable market conditions for the development of pork production in Russia. "Now the situation in the market develops in such a way that there are prospects for launching such projects. The price of pork is kept consistently high, and despite this the products have demand. However, from January to April 2018, the volume of imports of pork to Russia decreased four times compared to the same period last year, so the industry is now promising development from the point of view of import substitution",— said the expert. According to her, the number of pigs in the Rostov region from January to April increased by 21%.
Analytical center together with the Russian gas society held a roundtable "Development of market-based pricing principles in the domestic gas market."
Head of research Management at the energy of the Analytical center Alexander Kurdin said that in December 2017 by the decree of the President of the Russian Federation from December 21, 2017 No. 618 was approved by the national development plan competition, which involves a transition by 2020 to the market pricing of gas. Also under consideration is a draft resolution of the Government of the Russian Federation on the development of market-based pricing principles in the domestic gas market developed by the FAS Russia. This project contains a number of steps to ensure the transition to market pricing in the wholesale gas market no later than 1 July 2019.
"For our domestic market gas price should always always a constant", - said the Director of the Department of production and transportation of oil and gas, energy Ministry Alexander Gladkov. Thus apart from issues relating to gas prices, there are other related tariffs, balancing and storage, said the expert. "If a comprehensive look at the situation, we will see that over the last 5 years in the domestic gas market dramatic changes have occurred. There is a positional war, the constant opposition from the independent companies and PJSC "Gazprom", where each strengthens its position," said Gladkov.
"The market for the supply of natural gas has ceased to be a monopoly, but is highly concentrated. The share of the 3 largest sellers of PJSC "Gazprom", PJSC "NOVATEK", PJSC "NC "Rosneft" - is more than 70%, while the share of each of the business entities above 8%. It turns out that these companies collectively dominate the commodity market," - said Deputy head of FAS Russia Anatoly Golomolzin. The expert noted that in Russia are set by the market pricing mechanisms in the gas market, among which the presence of the indicator on the exchange market, a single tariff for transportation over-the-counter indicator is created by registration of transactions. The Golomolzin believes that the development of exchange trade in gas – the key to creating a system in which the consumer directly participates in the pricing.
Also the Deputy head presented the proposals of the FAS Russia on deregulation in the gas supply market. "It is necessary to cancel state regulation of wholesale gas prices, implemented by the PJSC "Gazprom" to establish unified tariffs for transportation of gas via trunk gas pipelines for independent gas producers, Gazprom and its affiliates, and change the procedure for determining the coefficient used for the calculation of the tax on extraction of mineral resources", - said Golomolzin.
Managing Director for gas and electricity market, JSC "SPIMEX" Sergey Trofimenko noted that it is important to ensure free access of gas market participants to the selection of tools supplies and purchase gas, namely, the formation of a portfolio of short-term and long-term contracts to ensure optimal sales strategy and maximum satisfaction with minimal costs and risks.
Belgorod oblast, June 22. - JSC "shebekinsk machine building plant" (JSC "SHMZ"), one of the oldest and largest enterprises for production of bakery and confectionery oborudovaniya the territory of the Russian Federation, with the support of the Ministry of industry and trade has launched a number of projects to equip manufacturers of bakery products.
JSC "Chernihiv" (Naberezhnye Chelny), the company has developed and installed an innovative automated line for oval and round baking hearth breads made from wheat flour and mixed flour rolls, mastered a new direction in the technology of production of pan bread ", Postbac" (Novo-Altaisk), as well as a number of other projects, implemented for the first time Russian manufacturers of bakery and confectionery equipment.
JSC "Grodnohlebprom" (Republic of Belarus), OOO "Firm Mary" (Chelyabinsk), LLC "home Sweet home" (Tula), KF "Slavyanka" (Stary Oskol), OAO "Novomichurinsk bakery" (Novomichurinsk) delivered innovative automated candy line.
JSC "SHMZ" like other manufacturers in the industry constantly monitors trends in the bakery market in Russia, improving the range of manufactured equipment, which by its characteristics is not inferior to foreign analogues, and in many respects superior to them, and are ready to fully meet the needs of Russian bread-baking plants.
"We managed to maintain the competence in the production of technological equipment despite the fact that for more than 10 years we work in unequal competitive conditions with foreign suppliers in connection with the established zero rates of import customs duties on imported equipment," - said the head of JSC "SHMZ" Vitaly Minkin.
The opinion of the head of JSC "SHMZ" support manufacturers of dryers for agricultural products, milk separators, dishwashers, elevators, conveyors and many other types of machinery for the industrial preparation and manufacture of food products.
In their view, the establishment in the market of equal conditions with foreign producers by raising import duties to the level of binding could significantly increase production and the Russian producers would occupy the vacated niches.
It should be noted that due to the implementation of measures of state support in recent years, the production of Russian equipment for the baking industry increased 1.8 times, and its market share reached in 2017 65%.
"The increase in import duties on food processing equipment to join the WTO will have a significant positive and stimulating effect on the development of production equipment for the food industry and will not lead to higher prices for food products on the domestic market of Russia. This measure will allow to increase volume of investments in the development and production of new modern models of equipment and perform tasks to gradually reduce the dependence of agro-industrial complex from the import of technologies, machinery and equipment," - said the Director of the Department of agricultural, food and road construction machinery of the Ministry of Industry and trade of the Russian Federation Yevgeny korchevoi.
The Agency for strategic initiatives (ASI) is ready to become one of the key partners in the formation of a new publicly available product support and promotion of youth projects, inventions and technology entrepreneurship - national "showcase projects", created on the initiative of the festival "From the screw!" supported by the Ministry of industry and trade of the Russian Federation.
The head of ASI Svetlana Cumshewa said: "during the year in different regions, we will gather technological and innovative projects for participation in the exhibitions of the Ministry of industry and trade. It will be our technology showcase in the regions and abroad."
The work on creation of the nationwide "showcase" projects conducted on behalf of the head of Department Denis Manturov, announced at a meeting of the Commission on support and development of scientific and technical creativity of children and youth Public Council under the Ministry of industry and trade. "The decision on the participation of the Agency for strategic initiatives in the filling and development of "showcase projects" confirms the relevance of our initiative. The aim of this project is to unite under the auspices of the Ministry of youth innovation projects, movements and programs that exist in modern Russia, and to create a truly public, an effective tool to support creative youth, - said the Director of the festival "From the screw!", one of the ideologists of creation of youth "showcase projects", co-chair of the Commission at the Public Council under the Ministry of industry and trade Victoria Soboleva. Only consolidation of efforts of the industrial community and public institutions will ensure Russia's conditions for making a technological breakthrough in the coming years."
In Russia the share of production of small-tonnage chemical products account for no more than 10-15% of the total market; in developed countries it is 40%. The demand is met mainly through imports. Designed to change the situation the acceleration program, the launch of which was announced by SKOLKOVO Foundation and one of the key enterprises of the domestic chemical industry the company "Khimprom".
The aim of the initiative is a joint search projects and their subsequent acceleration, to be held with the support of the Moscow State University named after M. V. Lomonosov.

Accelerator "Khimprom startup challenge 2018" to seek and support the development of innovative projects and solutions that have significant commercialization potential and corresponding to the main directions of development of JSC "Khimprom". This, above all:
– low-tonnage chemistry based on chlorine, sodium hydroxide, hydrogen peroxide and hydrogen;
products based on silicone compounds, including the synthesis of initial monomers;
– high-margin products based on processing of methane; production of polymers with special properties, including synthesis of initial monomers;
– biodegradable polymers based on petrochemical raw materials.
Acceptance of applications has already begun, the finalists will be determined before November 15. Candidates in each category will receive mentoring support from the organizers and partners the opportunity to qualify for the status of the participant of the project SKOLKOVO, as well as the possibility of obtaining minigrant from the Fund "SKOLKOVO" in the amount of 5 million rubles.
In addition, the winners receive a prize of 500 000 rubles. in the form of grants and non-repayable grant from the industrial partner of the contest – the company "Khimprom".
Fund "SKOLKOVO" becomes the ground for carrying out competitive selection of projects, organizes educational and mentoring sessions for finalists and winners. More than a dozen mentors and experts, which will include representatives of the Fund, employees of the company "Khimprom" and the Moscow state University and the members of the jury will provide advice and expert support to the winners of the program.
"The purpose of our joint initiative, bringing together technological, didactic and commercial competence with the traditions of fundamental science - search for innovative solutions in several areas of chemistry, said Sk.ru Vice President of Fund "SKOLKOVO" Alexey Belyakov. - It is important that the selection of winners will take into account not only the novelty of the idea, but also an economic study of the projects, their commercial viability and how the proposed solutions fit into the technological processes of the company "Khimprom". In other words, the contestants have to solve a difficult complex issue and if successful it will be rendered on one of the largest chemical enterprises of Russia".
In recent years, in Russia there is a sad trend: the share of production of small-tonnage chemical products account for no more than 10-15% of the total market, whereas in developed countries it is 40%, says General Director of JSC "Himprom" Sergey Naumann: "the Demand is met through imports, for some items its share up to 100%. But low-tonnage chemistry is the most innovative, high-margin part of the industry. The recently-approved "roadmap" for the development of production of low-tonnage chemistry in the Russian Federation gives hope that the country will create conditions for building up this area and eliminate the backlog. A contest must serve the purpose to search for similar projects as well as expansion of the product line "Khimprom" and its gradual refocusing on high-margin products of higher added value, including with a focus on imports," - said the head of "Khimprom".
The paradox is that in this, as in many other areas of the Russian fundamental science has made significant progress, but, as expressed by the Dean of chemical faculty of Moscow State University named after M. V. Lomonosov Stepan Kalmykov, "many of the achievements do not find realization in production, especially in such a capital-intensive industry like chemicals".
According to Dean, it's not just the lack of investment, but also the lack of entrepreneurial experience among scientists, as well as lack of necessary infrastructure to support such projects. "A contest is an effort by the Institute of development, big business and science together to solve this problem and to enable chemists to realize their innovative solutions to life."
Reception of applications for participation in the competition will be open until 30 September 2018. To meet the terms of the competition and apply for participation at the website of the Fund "SKOLKOVO": himprom.sk.ru

The decision on support of the project of regional Agency on waste management adopted at the meeting of the investment Council in Kamchatskiy Krai.
The Council meeting was chaired by Deputy Chairman of the Krai Government Marina Saturday. During the meeting, General Director of LLC "Phoenix" and talked about the current stage of the project.
On the territory adjacent to the city dump Petropavlovsk-Kamchatsky, already began the installation of a mobile waste processing station. Annually at the main landfill of the regional center are stored in the order of 180-200 thousand tons of waste. Construction and commissioning of the new plant will allow to refuse from waste disposal by burial of solid waste.
"This project is important for the Kamchatka territory. Its implementation will positively affect the ecological situation in the region. Status tracking can help relieve the investor of any administrative barriers. The company has already been granted a land plot lease without an auction and offered a range of tax benefits. This is done under the regime of Free port of Vladivostok, a resident of which is OOO "Feniks", – said the Deputy Chairman of the Government of Kamchatskiy Krai Marina Saturday.
In accordance with the plan of the investor, the waste will be separated into plastic, cardboard, paper, ferrous and non-ferrous metals, and glass. All these categories of prohibited burial of 2019 in accordance with Federal law. Plastic plant allowed for the production of polymer sand tiles for the closure of the electrical cable. Glass will be used instead of sand for the same tiles. Paper and cardboard will recycle into fuel briquettes.
At the meeting of the investment Council discussed implementation and other projects. Thus, it was decided to exclude from the list of especially significant investment projects of Kamchatskiy Krai construction of JSC "Agrotech holding" pig up to 12 000 heads. This is due to the fact that the project is successfully implemented.
The Governor of the region Vladimir Ilyukhin called for peasant farms, which became the initiator of the project. The head of the region discussed with the owners of KFKH aspects of production and provision of state support measures.
Together with Vladimir Ilyukhin farm was visited by the Minister of agriculture, food and processing industry of the Kamchatka region Alexander Kucherenko and his Deputy Valery Kitaev.
The owners of a farm family Kobzar, has for several years successfully engaged in the cultivation of fruits and vegetables. In 2017, they collected about 3.5 tons of cucumbers and tomatoes. As the head of KFKH Sergey Kobzar, the family plans to expand the scope of activities and to engage in the cultivation of oyster mushrooms.
"This product, which is grown year-round. We read a lot different literature, while looking for a suitable activity, and opted for the oyster mushrooms. They have a relatively short production cycle from seed to harvest – about 21-26 days, they don't need light, it is only necessary to create suitable temperature conditions and comply strictly with the technology of the production process," - said Sergey Shevchenko.
It is expected that after reaching the planned capacity, the production capacity will reach 10 tons of mushrooms per month. The family plans to equip with mushroom farm one of the buildings of the former state farm "Thermal". For this purpose it is required about 11 million rubles, most of which will go to the renovation of premises and purchase of equipment. In this regard, the initiators of the project plan to apply for grant support from the Government of Kamchatskiy Krai.
"Indeed, the project for the Kamchatka territory, a new and quite promising. We pay special attention to food security issues in the region, so in our region there is a significant number – about 70 different measures of the state support in the agricultural sector. I think about 6-7 million rubles at the expense of the regional budget, of the required 11, we will be able to send for this purpose, - said Vladimir Ilyukhin. – I have instructed the relevant Ministry to study the issue of provision of state support to the initiators of the project for the construction of mushroom. The idea is very good, so for our part we will render all possible assistance."
It is planned that the implementation of the project to create a mushroom farm will take about a year. During this time will be the repair of the building, installation of equipment and training of personnel.
