To catch up with other countries on the sizes of duties on Internet packages?
Denis Manturov: In the interests of Russian participants of the market the threshold of duty-free import will gradually decline. So, now in the draft resolution of the Eurasian intergovernmental Council fixed rate on lowering the threshold by half from 1 January 2019: no payment 30% customs duty can be ordered from foreign online shops, which cost in total for the month does not exceed 500 euros. A year later, in 2020, the threshold duty-free import will be reduced to 200 euros. Yet in Russia, he is one of the highest in the world - 1000 euros.

E-commerce threatens the existence of offline players?
Denis Manturov: In terms of the digitalization of many industries undergo changes, otherwise they will simply lose their competitiveness. This also applies to the sphere of trade and services. What needs to change in the system of protection of clients the Internet-shops?
Denis Manturov: we Should start from the need to establish equal requirements for trading offline and online. This also applies to the return of goods, regardless of method of acquisition: directly from the seller or through the Internet.
We are ready to support the idea of the business community on the basis of the CPS "single window", where to go if problems occur with the purchase in the store counterfeit goods. It will more quickly handle customer complaints. In the pre-trial settlement of disputes will reduce material and time costs on them.

From multilateral to bilateral development assistance
Since the formation of the system of international development assistance until 2014, the Russian official development assistance (ODA) is practically uniformly distributed among the channels of multilateral and bilateral aid (table. 1). One of the goals of the UN in the field of construction, which was later formalized in the framework of the development assistance Committee (DAC) of the OECD, is the allocation of donor assistance in the amount of 0.7% of gross national income (GNI) on an annual основе2. So, the largest recipients of Russian aid volumes among CIS countries are Kyrgyzstan (322,81 million dollars.) Armenia (37,37 million dollars.) and Tajikistan (of 21.76 million dollars.)5. The Russian Federation remains the largest donor of humanitarian aid to Tajikistan (12,6%) after German (23.3 percent) (table 1).
It should be noted the growing trend in the practice of granting Russia bilateral assistance over the past year, which is characterized by a decreasing level of budget support (35,55 million dollars.) and growth of project Finance and technical assistance (49,56 and 45,13 million dollars. respectively).
One of the main forms of development assistance in 2016 remained the cancellation of debt. Thus, the total amount of debt relief of the Russian Federation amounted to 424,94 million dollars. Among the largest debtors in respect of which was forgiven liabilities, steel Kyrgyzstan and Mongolia. Despite the dominance of bilateral aid, multilateral aid remains an important channel of financing programs CMP (25.5% of total ODA in 2016). The main focus of development assistance programmes in the framework of Russia's participation in these organizations is the sphere of food security, strengthening health systems and education.
Eurasian economic integration and of the Russian development assistance
As international experience shows, economic integration, reflected in the reduction of trade tariffs and liberalization of movement of investment, often contributes to the formation of market failures, associated, including, with asymmetric information and external effects resulting from the use of new standards of regulation in the national economy. One of the possible tools to overcome emerging failures can become a program of technical assistance to strengthen the export and investment capacities of domestic producers, infrastructure development through programmes of economic assistance.
The Russian Federation is the most interested regional donor in the Eurasian economic Union and has the power to send economic aid to strengthen economic integration. For example, one of the main objectives of the projects of economic assistance RCFR was to adapt the Kyrgyz economy for entry into the EEU, which is among Russia's strategic interests, mainly in the energy sector, transport and agriculture.
Moreover, it should be noted that the actual level of development assistance to the countries of the EEU is significantly higher than the volume of assistance provided, primarily due to transfers occurring due to the lack of export duty on the supply of energy.
