Ministries have begun to discuss, at the expense of public funds by 2024 to increase and speed up the railway container transit, as required by the may decrees of the President of the Russian Federation Vladimir Putin. As told "Kommersant" sources familiar with the discussion of the necessary 202 billion rubles the main part will probably propose to allocate the budget. Only on container infrastructure in the district of BAM and Transsib may be required of RUB 84 bln of public funds. Thus, Russian Railways has no plans to invest the proceeds from the sale of a controlling stake in TransContainer.
As it became known "Kommersant", most of the costs of performance of railway container transit outlined in the may decrees of Vladimir Putin, will have to pay for the budget. By 2024, according to the decree, the delivery time of a container from the Far East to the Western border of the Russian Federation should be reduced to seven days, and the volume of container transit will increase four times. As told "Kommersant" sources familiar with the preliminary assessment of approximately 202 billion RUB the total cost of the project (the sum mentioned in the draft long-term development program of Russian Railways, read more , see "Kommersant" on 20 June) "the vast majority of funds" should come from the Federal budget. The transport Ministry declined to comment, as in the apparatus of the Deputy Prime Minister Maxim Akimov, where he added that the assessment should be ready by 1 October. The economy Ministry believe that the targets container transit "will be achieved primarily from extrabudgetary sources," the amount of funding will be evaluated during the development of the comprehensive plan for the modernization and expansion of infrastructure.
A preliminary assessment was also may 30 at a meeting with Deputy Minister of transport Alan Lushnikov. The Institute of economy and development of transport announced that only those activities on development of container transit to be provided in the second stage of modernization of BAM and Transsib will cost at 83.9 billion rubles, and these funds should give the Federal budget.
Following the meeting on 15 June Maxim Akimov, the Ministry of transport also requested the Railways for information about what role to play in implementing the may decrees a monopoly selling a 50% plus 2 shares of "TransContainer" (for previous transactions can cost around 30 billion roubles). On 9 July the Deputy head of Russian Railways Andrey Starkov said the Department that the Issuer even after the sale the buyer profile will contribute to the containerization of cargo as the Railways will be able to play the role of "new strong player in the fast-growing segment of the market" ("Kommersant" familiar with the content of the correspondence). Proceeds from the sale of TransContainer, the monopoly offers to send to the establishment or acquisition of a logistics operator, the purchase of rolling stock and development of terminal and warehouse infrastructure, and perhaps the creation of transport and logistics infrastructure. Priority actions for the years 2019-2021 estimated at 6.1 billion rubles, follows from the letter of Mr. Starkov. We are talking about the development of container terminals for transit transport and logistics centres (Kaliningrad, Chernyakhovsk) and transportation (priority — Syktyvkar, Privolzh'e, ., Usinsk, Krasnoyarsk, Khabarovsk-2, Taksimo, etc.). It is also planned to increase the capacity of the terminal in Zabaikalsk (288 thousand TEU), which at the current growth of transit by 27% in the year may not be enough, the development of the reefer terminal (First River, Saint Petersburg-Finland and others).
In Russian Railways, "b" explained that the financing of measures to achieve the outlined in the may decrees of the indicators of transit are being developed, the issue of sale "the TransContainer" has also been discussed in the context of the execution of the decrees. "All the options (development of terminals, creating a new operator) aims to increase transit container traffic in the four times"— speak in monopoly.
Deputy head of Institute of problems of natural monopolies Vladimir Savchuk notes that the term container transportation from East to West in seven days has already been achieved, but the volumes are small due to infrastructure constraints. Growth four can be partially achieved through the development of transport corridors "Primorye-1 and Primorye-2" focused on the export of Chinese goods on the Russian coast. "There is required less investment than the termination of restrictions on transrossiya direction, and has all the prerequisites for substantial growth in volumes," said Mr. sawchuk.

The Analytical center held an expert discussion "subcontracting as a mechanism for small business development", where participants discussed existing barriers and measures of state support of the industry, and also considered options for the establishment of a monitoring system of subcontracting to estimate its volume in Russia.
Leading adviser of the Department for competition policy of the Analytical center Anton Volkov noted that subcontracting is one of the forms of production (industrial) outsourcing used by the industry to optimize production activities. "Definition of subcontracting overlap with the concept of contract works under the Civil code of the Russian Federation, however, includes the provision of services and limited to the sphere of industry. The statistical surveillance of subcontracting is not conducted, therefore, to assess the scale is difficult," - said the expert.
Specialist have identified 2 patterns of subcontracting: Japanese and American. "The first involves a long-term multi-level relationships contractor-subcontractor, and the second is the transfer to the subcontracting of specific orders," - said Volkov.
Among the Russian digital platforms in the field of subcontracting, the expert called national portal of subcontracting (innokam.pro), an Information system in the field of subcontracting (subcontracting.ru), the Eurasian network of industrial cooperation and subcontracting, and the State information system of industry Ministry of industry and trade.
Subcontracting is a tool for the development of small and medium businesses, said President of the National partnership for subcontracting development Alexander Fedorov. "We need to develop an industrial policy on the use of subcontracting, where the Ministry of industry and trade will become a curator and coordinator, - said the expert. It is also important to develop proposals for preferences for large industrial enterprises that use subcontracting with small business, including the formation of regional order". According to Fedorova, it is necessary to put the task on subcontracting in front of the state-owned corporations, enterprises-monopolists, industry unions and associations.
Participants were introduced to experience the largest engineering cluster in Russia, located in the Republic of Tatarstan. "Our main goal is the development of interregional and international cooperation for developing innovative products, - said the Chairman of the Board of the engineering cluster of the Republic of Tatarstan Sergey Mayorov. – The objectives are to assist members of the cluster in the opening of new industries and promotion of products outside the Republic and Russia as well as in attracting investments, grants and concessional financing to projects on the territory of the Republic."
"Experts of the Analytical center conducted a study and propose 3 scenarios for the development of electric vehicles in the world until 2035: baseline to 190 million electric vehicles by 2035, an optimistic and a pessimistic 300 million - 70 million", - said the head of the research office on energy of the Analytical center Alexander Kurdin, opening a round table "Influence of development of electromobile transport in the world fuel and energy complex of Russia".
"Throughout the twentieth century, the development of electric cars hindered the lowest prices for petroleum products, provide greater economic attractiveness of the internal combustion engine. In the twenty-first century, a key driver for the increase in the number of electric vehicles has become a large-scale government support. Modern electric vehicles are gaining efficiency, but still inferior to the cars on the engine in many ways", - told the researcher of the energy research Institute Dmitry Grushovenko. According to the expert, do not forget about the small electric vehicle. Currently, the scooter is already competitively priced in comparison with their DIC counterparts.
Special attention is specialist was paid the largest auto companies that by 2025, plans to release 79 new models of electric cars, to localize production of electric cars in the third world countries, to halve the cost of batteries and charging time – up to 15 minutes. "All the major automakers, except F. C. A., believe in the imminent large - scale electrification of the market," said Grushovenko.
The expert believes that prospects of development of electric vehicles is directly dependent on technological progress. "The main item of the cost of the electric car – battery, namely the reduction of its cost focus," he Grushovenko. The specialist also noted that now the key driver for market development of electric cars is a state support.
The General Director of open company "Auditenergo" S Gordeeva among the advantages of the electric car was allocated a low cost of ownership, better dynamic performance and comfort, high efficiency, no vibrations, the possibility of recovery, low noise levels, high reliability components and parts, which leads to low cost of ownership. "The total number of electric vehicles sold globally in January-December last year amounted to 1 223 600 units, which is 58% better result in 2016. They include as fully electric vehicles (66% of the total) and rechargeable hybrids," - said the expert.
With regard to the development of charging infrastructure, then there is a need for incentives, says Gordeev. "It is important to provide preferential rate loans to Finance the construction of charging infrastructure, to create a PPP with the participation of producers, to develop a new regulatory and technical SNIP, GOST, SP, to provide uniform requirements for charging infrastructure types and types of charging stations, charging cables and connectors", - said the expert. According to him, the development of charging infrastructure provides a transition of transport to the use of cleaner energy and the growing number of electric vehicles.
The panelists also noted that the development of electric vehicles information support is necessary, the organization of state and public advocacy of the introduction of electric transport in the economy and way of life.

Global competition, technology, high request for the products high-tech economy, increase the attractiveness of investment in startups and innovative projects. Along with IT, developments in the field of artificial intelligence and the "Internet of things", corporations and foundations increasingly invest in biotechnology. Only for 2017 the growth of investment in European biotechnology companies was 29% (from 1.93 billion to 2.49 billion euros). While the dominant market for the biotechnology industry remain the United States, where a growing number of venture capital funds willing to invest in the markets for biotech.
The attraction of biotechnology for investors? First, it is the fastest growing segment of the "new economy" - about 10-12% per year. According to research company Grand View Research, during the next 7 years the global biotechnology market will grow almost in 2 times (from $400 billion in 2018 to $727,1 billion by 2025). Second, the company biotech industries demonstrate a higher return - for example, the net rate of return biotech venture companies is as high as 26.8% (for comparison, venture capital funds other industries show a yield of 21.8%). Third, businesses related to innovative biotechnological development and production, can in a short period to increase the shareholder returns of tens and even hundreds of times. The General index of biotechnological production grows in 2010. The largest and one of the most attractive ETFs in the biotechnology sector is the iShares Nasdaq Biotechnology ETF (IBB), which owns shares in more than 190 biotechnology and pharmaceutical companies. Over 5 years shares of the iShares Nasdaq Biotechnology ETF (IBB) rose by 75%.
But most importantly, is the impact of developments in the field of biotechnologies on the quality of life. An increasing number of countries seeking to enter the "club 80+" on life expectancy. Today in this club, lead Hong Kong - life expectancy 83,73 year, Japan - 83,3 years, Italy - 82,84 of the year, Switzerland - 82,66 year and the Singapore – 82,64. Increasing the average age and, as a consequence, the demand for the latest developments in the field of biotechnology drugs, vaccines, materials, devices. Today about 90% of all biotechnological products in the world refers to medicine and health care is the development of new drugs and vaccines, molecular diagnostics, cell technologies, editing of the human genome, grown tissue and even entire organs, the introduction of biopolymers that are compatible with the cells of the body.
The biggest market of the life science and pharmaceuticals in the USA. This creates half of the world total bioproducts for health. High performers are European countries. The new "growth point" biotechnological development in recent years is China. According to the investment Bank's Chanson & Co, the Chinese are concerned about the health and population determines the enormous capacity of the market goods in the health sector. Biotechnology is defined by the government of China as one of the 7 key direction? the development of the country, and the government annually invested around $40 USD in biotechnology, which allowed attracting over $10 billion of venture capital investment? in the industry only in recent years.
The industry of biotechnology products in Russia is still in its infancy. The global market share - less than one percent. A kind of stop-factor is the complexity of bringing products to market and long development cycle from a testing phase to launch commercial product. But today, biotechnology is defined as the key direction of innovative development of the economy along with IT and nanotechnology. According to the "Comprehensive program of biotechnology development in Russian Federation for the period till 2020" the share of imports in the consumption of biodegradable should be reduced by 50% and exports to increase in 25 times. The production volume is expected to grow by 33.
To address these challenges in 2013, the government adopted a series of measures to stimulate demand for the products and increase the competitiveness of biocompany (public procurement, grants, establishment of new standards and technical regulations), to develop education and scientific research programme to create regional clusters of development.
Some progress in the settlement of the Russian market of biotechnology have increased the interest of investors, including increased investments in venture projects at different stages. In 2016, the healthcare industry was third on the venture investment market with a $12 million after IT with $14 million and the telecommunication industry with $83 million Deal for metproduktsii, according to the FRII was made of 1.6 billion rubles, which indicates a high financial activity. Experts attribute this to the increased confidence in the biotech funds with big capital.
"Earlier most of the investments in biotech businesses in our country were in the seed stage of formation of the companies. Here lower the entry threshold to $1 million Today we are witnessing the opposite trend, investors seek to enter the stage of growth and expansion. This suggests that the venture capital market gradually began to shift to large parties, and the strategy of entry and exit investment today more thought out than five years ago," said trend chief analyst of the group Investpoint Alexander Weber.
However, many successful projects need significant investments at an early stage. A good start gives you the possibility of entering new markets. Example – SKOLKOVO "Actually". This is a project for the first Russian medical exoskeleton to help people with disabilities. The device allows you to restore limb movement after a stroke and injuries.
At the beginning of the project Moscow Seed Fund and Biofond RVC invested in the company "Actually" 16 million rubles. Funds went to the completion of the first commercial version of the exoskeleton and its withdrawal on the Russian market. Began mass production, then followed by a large contract with the Government of Moscow and the supply devices in a Metropolitan hospital. Today, the Russian product is in demand in the Asian market. Korean investors are investing in its promotion, including in China and Japan. Explanation: this is a good production, not inferior to foreign analogues, but cheaper 3 times.
To domestic developers in the field of biotech and healthcare today highlighted players and foreign venture capital markets. For example, last year first and largest Russian investment venture Fund RBV Capital was investing in another SKOLKOVO resident - AGCT. Investments in 44 million roubles will be allocated to the development of innovative technologies for genome editing to treat HIV.
Rapid advances in biotechnology have shown the company 3D Bioprinting Solutions. The company uses technology of three-dimensional bioprinting, creating organs from stem cells of the patient. Is a branch of bioengineering which in the future will allow you to replace damaged or old organs. In 2014, the team created the first Russian bio-printer, a year printed copy of the thyroid gland of the mouse, and in 2016, the company signed an agreement with the United rocket and space Corporation on the delivery of the bio-printer to the ISS.
Another Russian startup "Biomicrogels" it was noted that there was a selection in the TOP 100 out of thousands of applications for participation in the British MassChallenge acceleration program in 2016. "Becomingly" is also a resident of the SKOLKOVO Foundation and a graduate of the accelerator GenerationS.
A lot now depends on an expert assessment of startups, given their narrow focus, the analyst Investpoint. For the further development of the Russian biotechnology market greater role is played by the presence and expansion of the industry of venture capital funds and investor companies with a focus on biomedical topic. A special role in this process is devoted to the examination of the inside state development institutions – VNESHECONOMBANK, RUSNANO, RVC, SKOLKOVO.
"On the horizon of next 5 years in the market of medical products are likely to expect a certain decline in applications for smartphones and other small developments. They do not justify the expectations imposed several years ago. However, we can expect increased investment in the segment of more serious medical technological development, which undoubtedly will demonstrate sustainable growth, - the analyst Alexander Weber. – It is likely that biotechnology will be able to overtake on the attractiveness of the it industry, which is now a kind of "benchmark" for investors.
The discussion of Russia's position in the world from the point of view of innovation, what is innovation ecosystem. Strengths and prospects of development of perspective projects of SKOLKOVO Moderator: Oleg Ivanov
Guest: Pavel Novikov, Head of Cloud, FinTech, EdTech, SKOLKOVO Foundation

Also increased and the increase in the number of subjects of small and medium enterprises by 4.9 % - the second place in the Central Federal district excluding Moscow and the Moscow region.
A great help for the development of entrepreneurship is public procurement. Only this year it is planned to hold four workshops with the invitation of the Kursk customers. So, at the end of June, a scheduled meeting of business representatives with representatives of the administration of the city of Kurchatov and Kursk NPP. In addition, regularly hold training events.
In Kursk region there are many businessmen who are ready to work on government projects. One example is "Comfortable urban environment". More than 30 enterprises of the region produce paving slabs, provide design services, ready to put the lamps, benches and other small forms. And our goal is to give them the opportunity to prepare and participate in this program. This provides concessional funds and other support measures. In addition, our companies are ready to provide big business with goods of own production. It's lamps, clothing, a number of other products. We are working to develop cooperation, - said Mikhail Aksenov.
About the importance of government support measures in today's press conference said the head of "Milk house" Vladimir Makovicky.
- The enterprise for production of dairy products in the region for more than eight years. Thanks to government support, modernized production, increased productivity, expanded assortment, recorded growth in sales, he said.
According to the Ministry on the effectiveness of informing entrepreneurs about business opportunities and available support measures Kursk oblast takes the eighth place in the CFD.
